Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion. Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure public access to open government, protect the abused, and much more.

Summary

Statement

The Delaware Department of Justice seeks a Victim Service Specialist to join the Victims’ Compensation Assistance Program (VCAP) in New Castle County. VCAP provides compensation to help cover the costs of a variety of services that help victims and their families rebuild their lives, including compensation for lost wages, medical expenses, mental health counseling, and funeral expenses. By awarding financial compensation for losses that victims sustain because of violent crime, VCAP can help alleviate the financial burden and distress that crime leaves behind.

VCAP serves as an important lifeline, reaching out to victims throughout all three Delaware counties. Applications are received by the office and reviewed by staff. The Agency manages the program’s funds and awards compensation.

Position Responsibilities

This Victim Service Specialist (VSS) is responsible for processing claims filed with VCAP. The position also handles claim investigation, determination, disposition, and reimbursement preparation for victims and claimants. Investigations are conducted in accordance with established guidelines of the Delaware Code. The VSS compiles claim information, ensures that available information meets statutory requirements and guidelines, collaborates with law enforcement and service providers, prepares written correspondence, and assists victims of crime throughout the VCAP application process.

Occasional statewide travel within Kent, Sussex, and New Castle County is required.

Essential Functions
  • Applies laws, agency rules, regulations, policies, and procedures in maintaining and processing agency information, particularly the Victims’ Bill of Rights.
  • Serves as a liaison with victims of crime and/or victim family members and witnesses to exchange information and explain agency services, laws, rules, regulations, policies, and procedures.
  • Interviews victims of crime and/or victim family members to determine assistance needed and refers them to appropriate agencies and resources.
  • Notifies victims and witnesses of case status, court dates, general court procedures, sentencing orders, and other information relevant to the criminal justice process.
  • Performs follow-up contact to victims and/or victim family members.
  • Documents, verifies, and records victim information; writes reports to summarize cases and maintain files of all case contacts; provides information, referral services or crisis intervention.
  • Maintains adequate records of provided services, including case files and related material.
  • Provides victim assistance by accompanying persons to court when needed.
  • Manages a caseload and provides advocacy for assigned clients, including receiving and documenting cases; disseminating information and referrals to community resources for counseling, medical care, legal assistance, emergency funding, and/or other applicable resources; documenting services rendered, including crisis intervention, safety planning, emergency advocacy; and/or performing other related activities.
