Summary
To ensure full compliance with all NH Liquor Commission rules and policies, oversee fiscal operations within the Accounts Receivable Department, manage auditing functions, and supervise technical accounting services to maintain accuracy, efficiency, and integrity in financial operations.
Responsibilities- Supervise specialized duties and fiscal controls for agency-wide accounts receivable processes.
- Develop fiscal controls and summarize data to support financial management; assign workflows to employees based on annual plans.
- Interpret fiscal policies, create supplemental schedules, conduct comparative analyses, review account reconciliations, and track outstanding revenue.
- Submit monthly reconciliation reports detailing agency activity and outcomes, prepare accounts receivable exhibits and financial information for the CFO, fiscal meetings, legislation, and the agency’s annual reports.
- Consult with department administrators, the CFO, and budget officials to develop short‑term policies; collaborate with the Comptroller of System & Operations to troubleshoot issues and maintain Accounts Receivable systems.
- Provide input for strategic plans and budgets; work with Finance Administrators to implement improvements and changes to the Accounts Receivable Department.
- Review statistical reports, data, and account summaries generated by staff to inform decisions regarding accounts receivable analysis, tracking, and financial control.
- Ensure accuracy of payment receipts posted to the General Ledger and subsidiary records; review agency accounts receivable in preparation for annual audits.
- Develop and maintain operational accounting manuals and procedures; ensure staff training and support, including cross‑training.
- Audit documents for financial variances and daily reconciliations; approve and evaluate the work of accounts receivable staff.
- Identify staff development needs and develop staffing plans; revise operational policies and procedures as needed.
- Exercise sound judgment in approving credit applications for licensees and managing licensee accounts; educate personnel and stakeholders on licensing procedures and credit approval processes.
- Maintain a customer‑focused approach, treating all with courtesy, respect, and professionalism.
- Represent the NHLC Financial Management section at professional conferences and trade shows.
- Applicants are subject to criminal background check and reference check.
- Bachelor’s degree and 1 year of experience OR equivalent combination of 5 years of education and experience after high school.
- Education and experience must be in accounting or auditing.
- Valid driver’s license and access to transportation for statewide travel.
- Supervisory experience in an accounting or auditing setting.
- Working knowledge of Governmental Accounting Standards.
- Each additional year of approved formal education may substitute one year of required work experience and vice versa.
