Summary

To analyze and formulate information systems procedures and controls related to the collection, processing and storage of digital evidence from devices utilized by the Division of State Police in support of law enforcement activities.

Minimum Qualifications
  • Education:

    Bachelor's degree and 5 years of experience OR equivalent combination of 9 years of education and experience after completion of high school. Education and experience must be in computer information systems (CIS), digital forensics, information technology, computer science, criminal justice, data analytics or a related field.
  • License/Certification:
    Valid driver's license or access to statewide transportation.
  • Other Requirements:
    Must pass a background investigation including a fingerprint-based criminal record check and motor vehicle record check.

  • Preferred Qualifications:

    Familiarity with wireless networking concepts and troubleshooting, video streaming and quality concepts, and basic understanding of security best practices.

Responsibilities
  • Research digital evidence collection, processing and storage specifications against applicable standards and/or state laws and rules to analyze and contribute to the procurement, development, implementation and modification of software necessary to accurately process and preserve digital video evidence.
  • Manage the request for proposal process, including developing requests, reviewing and evaluating submissions, scoring and final selection.
  • Analyze and manage software utilized by State Police relating to digital evidence captured on video recordings from cameras installed in State Police cruisers, unmanned aerial systems and other recording equipment. Develop data flows and designs to process and store digital evidence, create system reports to verify user authenticity and accuracy of digital data collection.
  • Work with department representatives to define business objectives and perform research to identify solutions that meet department needs.
  • Work with vendors related to software development, testing, system maintenance, service contracts and the interfacing of network and storage requirements for video recordings. Collaborate with users and vendors to analyze and troubleshoot system errors and deficiencies, recommend solutions, and provide technical assistance to agency staff.
  • Develop efficient methods for reviewing large amounts of video footage collected by approximately 300 installed cruiser cameras, drones and other recording devices. Utilize automated tools to trim videos, compile multiple recordings and preserve media in permanent formats.
  • Develop and evaluate business processes and policies on metadata use and distribution of digital evidence to Attorney General, prosecutors, and defense attorneys and in response to RSA 91-A requests. Testify in court when required on the integrity of collection, editing and dissemination of digital recordings.
  • Develop system documentation, manuals and user information, and provide training to State Police Troopers on the operation and maintenance of video recording equipment and software. Develop, coordinate and execute software test plans for system modifications and upgrades to ensure successful implementation. Develop best practices to ensure efficiency and accuracy of processes to preserve critical digital evidence.
  • Coordinate with the J‑ONE Administrator to assess networking needs and compliance for cameras and digital evidence systems and provide recommendations for system solutions to improve efficiency.
