Position: 26-063Deputy Chief of Fire & Rescue, Full-Time

The Dover Fire & Rescue Chief is seeking a highly responsible, qualified individual to perform a variety of supervisory, technical, and administrative work in the supervision and administration of the fire suppression, emergency medical service, hazardous materials, fire prevention and training activities of the fire department. To be second in command of the fire operation and assists the Fire Chief in general aspects of the management and command of the Department as well specific areas of responsibility that include, but are not limited to:
Direct supervisor to the Departments Battalion Chiefs and Department Mechanics Division, liaison with Information Technologies Department, assist with department training goals, and personnel management.

Pay range: $102,299 - $147,900 (based on FY 26 Grade 21 Wage Schedule). Position will move to Grade 22 effective July 1, 2026. Position is based on a 42 hour work week.

This evaluation will be used for the sole purpose of an immediate hiring for the position of Deputy Chief of the City of Dover Fire and Rescue. No candidate list will be generated for future promotions.

Duties and Responsibilities
  • All duties and responsibilities are to be performed in accordance with the City’s core values.
  • Responds to large scale incidents and works as part of the command staff.
  • Supervises and coordinates the activities of Battalion Chiefs, Department Mechanic, assigned support staff, and special teams related to operations, in the delivery of fire suppression and emergency medical operations; the planning and implementation of training; and the planning and implementation of incident command procedures.
  • Assists the Fire Chief in the strategic planning and goal setting for the departmental long-range operational needs with respect to equipment, apparatus, training and personnel; supervises the implementation of such plans.
  • Assists the Fire Chief in planning/preparation for Fire Service Accreditation.
  • Assists the Fire Chief in the establishment of policies and procedures for the Department in order to implement directives from the City Manager.
  • Assists the Fire Chief in the formulation, issuance and enforcement of departmental rules, regulations, and procedures in accordance with applicable department policies for all department members; assists with grievances, maintains departmental discipline and the general conduct of assigned personnel to the standards set forth by the Fire Chief; assists in labor/management meetings with union representatives regarding department matters.
  • Assists the Fire Chief in coordinating the preparation and presentation of the annual department budget; expenditures of departmental appropriations; and the evaluation and recommendation for the purchase of new equipment and supplies.
  • Assists the Fire Chief in coordinating monthly report to the City Manager regarding the department’s activities, as well as a variety of other reports as appropriate or assigned, including annual report of activities.
  • Assist the Fire Chief in the integration of technology into Fire Department Operations including GIS, Tablet and Computers, Radio and Dispatching Systems.
  • Attends schools, conferences and other meetings to keep abreast of current trends in the field; represents the department in a variety of local, county, state and other meetings.
  • Performs the duties of the Fire Chief in their absence; responds to alarms and may direct activities at the scene of incidents or perform the work of subordinate personnel as required.
  • Conducts themselves with a high degree of integrity and in a manner that will bring credit to the Fire & Rescue Department; must have the ability to be both a team player and a team leader.
