The Tollway is a user-fee system - no state or federal tax dollars are used to support maintenance and operations. Operations are funded by toll and concession revenues.

Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals: increase collaboration with regional transportation and planning agencies, promote the regional economy, maintain financial integrity, foster environmental responsibility and sustainability, maintain the safety and efficiency of the Tollway system, further transparency, and accountability, enhance customer service, and maintain public trust.

In support of this vision, The Business Analyst reports to Deputy Chief of Finance, Senior Budget Manager or Budget Manager under Finance.
Essential Job Functions

The Business Analyst is expected to become a subject matter expert (SME) on developing and maintaining financial models that track impact on M&O expenses, Revenue and Capital spending at the Tollway. This will be accomplished by gaining in-depth understanding of:
  • Revenue tracking systems and processes in Business Systems.
  • Work closely with SMEs in departments to stay abreast of ongoing activities and analyze financial impact of new initiatives.
  • Gain access to source data in Business Systems to analyze revenue by tiers/categories.
  • Summarize findings to management in Finance so that results and issues can be reviewed monthly in preparation for quarterly financial presentation to the Board. Also, track spending on non-Roadway projects relative to budget and available funding in the capital program.
  • Track spending and projected costs on Move Illinois capital program, Bridging the Future and new capital plan.
  • Work closely with PMO and department representatives to stay on top of project plans and expected spending and completion.
  • Develop financial models to analyze financial impact from collective bargaining agreement proposals.
  • Maintain and enhance headcount reporting used in the budgeting model.
  • Partner with cross-functional teams, including Engineering, Facilities, Business Systems, IT, Procurement and Operations to improve business processes and accountability for results that CFO can use for reporting quarterly financials to the Board.
  • Develop Third Party Risk Management (TPRM) processes as assigned by identifying, assessing and mitigating risks by monitoring and enforcing policies.
  • Develop financial models that assist management to review options and assist in establishing and executing policy changes.
  • Perform duties as required and assigned to support efforts that optimize the utilization of the Tollway's fiscal resources.

M&O Budget: $470 million annually (approximate).
Capital Program: $1.0 to $1.5 billion annually (approximate)

Qualifications

Education (Required):
  • Minimum requirement is a college degree in Accounting, Finance, Business Administration, Statistics or Economics.
  • A minimum of three to five years of progressive business and financial analysis experience may be substituted for educational requirements.
Skills and Experience (Required):
  • Strong interpersonal, communication, organizational and analytical skills are necessary in the performance of duties.
  • Advanced proficiency in Microsoft Excel with ability to develop and maintain financial models.
  • Proficiency in Word, PowerPoint, Outlook and experience with ERP systems such as, SAP is required.
  • This position requires the ability to work with details in relationship to a broad organizational perspective.
  • This position requires the ability to work with very detailed financial/reporting models and ability to work with subject matter experts (SMEs) to understand issues impacting financial results. Summarize findings for senior management's review and decision making and actions.
  • Strong analytical, organizational and communication skills with proven experience in developing complex financial models in Excel and using Power BI and other tools are necessary for success in this role
  • Develop a thorough understanding of reporting metrics that impact financial results. Investigate and resolve reporting anomalies by working with SMEs in Finance and departments to review and analyze key drivers impacting revenue and M&O results
