Position Summary:

The position of Local Building Inspector assists the Inspector of Buildings in the enforcement of the Town of Dracut Zoning Bylaws, the Massachusetts State Building Code 780 CMR, the Architectural Access Board Regulations 521 CMR and other state and local laws as required.

Supervision:

Works under the general supervision of the Inspector of Buildings according to established procedures and department policies and standards.

Essential Duties and Responsibilities:

  • Reviews plans and specifications, approves, issues and/or denies building permits.
  • Conducts field inspections to determine compliance with Town and State regulations and by-laws.
  • Conducts field inspections of schools, commercial buildings and others as required by State law.
  • Handles and assists with counter inquiries, complaints, applications, etc.
  • Responds to, and investigates complaints, which may include appearances before Town Boards or in a court of law.
  • Keeps accurate public records and reports.
  • Works in cooperation with other Town Departments and State officials.
  • All other duties as required or assigned.

Minimum Qualifications:

Education & Experience:
  • In accordance with M.G.L. c.143, Sec. 3, each local inspector shall have at least five years of experience in supervision of building construction or design or, in the alternative, a two year associate's degree in a field related to building construction or design or any combination of education and experience which would confer equivalent knowledge and ability as determined by the BBRS, in accordance with the provisions of 780 CMR R7, the rules and regulations for the certification of Inspectors of Buildings, Building Commissioners and Local Inspectors.

    Applicants certified as Local Inspector are preferred, but individuals not certified may be conditionally appointed (see 780 CMR 110 R7.1.7.4 and 110 R7.2).
  • Applicants must be proficient in the use of Microsoft Word, Access and Excel. The Department uses Open Gov software for which training will be provided
  • Applicants must hold a valid Class D driver's license and must have a suitable vehicle for transportation to and from inspections and other duties. (Mileage will be reimbursed at the current IRS rate.)
  • Applicant must be able to read and interpret plans and specifications.
  • Applicants must be able to work with the public, enforcing and interpreting regulations and ordinances in a firm, tactful and impartial manner.
