Overview
We are seeking an experienced Heavy Civil Construction, Alternative Delivery Project Manager to lead large‑scale heavy civil construction projects ranging from $50M to $300M. In this mid‑level management role, you will oversee highway, interstate, rail transit, and major transportation infrastructure projects from preconstruction through final closeout.
This position is both strategic and hands‑on, ideal for a leader who can manage complex project teams while maintaining focus on safety, quality, schedule, and financial performance. You will collaborate closely with construction managers, engineers, subcontractors, suppliers, joint venture partners, and owner representatives to ensure successful project delivery.
ResponsibilitiesKey Responsibilities
- Project Planning & Execution:
Develop and manage comprehensive project plans, schedules, and startup procedures. - Lead project execution from mobilization through completion, ensuring compliance with contract requirements.
- Drive timely delivery, cost control, and superior construction quality.
Financial & Cost Management
- Manage project budgets, forecasts, and cost controls.
- Track project financial performance and implement corrective actions as needed.
- Prepare, review, and approve invoices, pay applications, and change orders.
Leadership & Team Development
- Lead, mentor, and retain high‑performing project teams.
- Foster a culture of safety, accountability, and collaboration.
- Coordinate effectively within joint venture partnerships when applicable.
Subcontractor & Vendor Management
- Select, negotiate, and manage subcontractors and suppliers.
- Monitor subcontractor performance, quality, and schedule compliance.
- Coordinate with QA/QC teams to ensure specification and DOT compliance.
Contract Administration
- Oversee all contract documentation, RFIs, submittals, change orders, and progress payments.
- Maintain accurate and complete project records.
- Ensure adherence to regulatory, environmental, and contractual requirements.
Safety, Quality & Environmental Compliance
- Champion a safety‑first culture and enforce company and OSHA standards.
- Conduct jobsite safety reviews, meetings, and inspections.
- Oversee quality assurance and quality control programs, particularly for structural concrete and roadway construction.
Client & Stakeholder Relations
- Serve as a primary point of contact for owners, DOT officials, engineers, and stakeholders.
- Lead project meetings and provide clear, timely project updates.
- Maintain strong client relationships and ensure customer satisfaction.
Risk Management & Problem Solving
- Proactively identify project risks, constructability issues, and conflicts.
- Develop and implement mitigation strategies to prevent delays and cost overruns.
- Resolve field and design issues in coordination with project stakeholders.
Project Closeout
- Lead final inspections, punch list completion, as‑built documentation, and project turnover.
- Capture lessons learned to support continuous improvement initiatives.
Preconstruction & Procurement Support
- Participate in pursuits of large and Alternative Delivery projects ($50M+).
- Support estimating, design development, technical proposals, and pursuit strategy.
- Assist with Design‑Build, Progressive Design‑Build, CMAR, and CMGC project efforts.
Education
- Bachelor’s degree in Civil Engineering, Construction Management, or related field required.
- Field operations experience may be credited toward education on a case‑by‑case basis.
Experience
- 15+ years of civil construction industry experience.
- 5+ years in a Project Manager, Segment Manager, or Area Manager role on heavy civil projects.
- DOT / public infrastructure project experience strongly preferred.
Technical & Industry Knowledge
- Proven experience managing complex heavy civil projects end‑to‑end.
- Familiarity with DOT standards, specifications, and procedures (UDOT preferred).
- Strong knowledge of earthwork, asphalt paving, underground utilities, and civil construction methods.
- Ability to read and interpret plans, specifications, and technical drawings.
Alternative Delivery Experience
- 3–5 years of experience with Design‑Build, CMAR, Progressive Design‑Build, or CMGC delivery methods.
