Proposal Manager

Bowen Collins & Associates is seeking an experienced Proposal Manager to lead and continuously improve our pursuit and proposal process. This position will manage the development, coordination, production, and delivery of proposals, SOQs, interview materials, and other client‑facing marketing documents while working closely with project managers, associates, and principals across the firm.

Reports To: Vice President, Administrative Services

• 5-8 years of marketing, proposal management, or pursuit management experience, preferably in the AEC industry
• Strong technical writing, editing, and proofreading skills
• Demonstrated experience leading proposal efforts from kickoff through submission
• Experience coordinating technical staff and leadership teams
• Proficiency with Microsoft Office and Adobe Creative Suite
• Experience with Deltek VantagePoint, Open Asset, or similar CRM systems preferred
• Experience mentoring junior marketing staff preferred

• Lead the preparation and delivery of proposals, SOQs, and interview presentations
• Develop proposal schedules, compliance checklists, and production plans
• Coordinate technical contributors and ensure deadlines are met
• Facilitate proposal kickoff meetings and pursuit planning discussions
• Write, edit, and maintain project descriptions, resumes, and proposal content
• Maintain and improve the firm's proposal content library
• Track proposal activity and key performance metrics
• Mentor and support the Marketing and Proposal Specialist

• 90 Days:
  Fully owns the proposal process and has implemented at least one process improvement
• 6 Months:
  Measurable improvement in proposal quality and on‑time performance; actively contributing to pursuit planning
• 1 Year:
  Clear impact on proposal quality and win rate; recognized as a trusted strategic contributor
