About the Role

Salience is looking for a Bid Manager to support the preparation and submission of consultancy proposals and international tenders across the telecom, digital infrastructure and ICT advisory sectors.

The role involves managing the proposal process for consulting projects across the Middle East, Africa and Europe. You will work closely with internal consultants, subject matter experts and external partners to coordinate inputs and prepare high‑quality technical proposals for major international clients.

This position offers exposure to projects involving telecom regulators, government ministries, development institutions and large digital transformation programmes. The successful candidate will play an important role in supporting new project opportunities and helping the firm secure advisory engagements across the region.

The role will be based in our Dubai office. We welcome applications from international candidates, and relocation support may be provided for suitable profiles.

Responsibilities
  • Manage the end‑to‑end bid process for consulting tenders, including EOIs, RFIs, RFQs and RFPs
  • Coordinate the preparation of technical and commercial proposals for telecom and digital advisory projects
  • Develop bid timelines and manage internal deadlines to ensure timely submission
  • Ensure compliance with tender requirements and evaluation criteria
  • Collaboration with Consultants and SMEs
  • Work closely with telecom experts, economists and regulatory specialists to develop proposal methodologies
  • Coordinate inputs from subject matter experts across multiple work streams
  • Structure technical content for feasibility studies, regulatory advisory and digital transformation programmes
  • Support proposals for projects with development institutions such as the World Bank, EBRD and similar organisations
  • Contribute to bids for government ministries, telecom regulators, infrastructure programmes and digital economy initiatives
  • Coordinate with international partners and consulting teams during the bid process
  • Track active bids and proposal pipeline across multiple projects
  • Prepare internal reports for senior management on bid status, success rates and submission performance
  • Monitor bid opportunities and support business development efforts
  • Identify and engage specialist partners or consortium members where required
  • Research potential project opportunities and procurement notices
  • Support with business development and identify opportunities relevant to the business
Qualifications
  • A degree in Economics or a technical field, complemented by strong communication skills; an MSc or MBA is a plus.
