Through the centralization of Dubai Holding’s land bank, Dubai Holding Land Estates focuses on large-scale master plans, ensuring alignment with the Dubai 2040 Urban Master Plan, whilst also supporting the business’s commitment to sustainable urban development and strategic land portfolio management.

• Develop and execute financing strategies for infrastructure projects aligned with portfolio, marquee, and legacy masterplans, ensuring alignment with budget objectives and development timelines.
• Support the development of infrastructure finance policies, funding frameworks, and PPP models tailored to market requirements.
• Lead end-to-end PPP project execution, including consultant management, tender documentation (RFQs/RFPs), procurement processes, negotiation of PPP agreements, financing documentation, and direct agreements.
• Structure and implement financing solutions utilizing debt, equity, and alternative funding mechanisms to optimize capital efficiency, liquidity, and risk allocation.
• Conduct scenario planning and stress testing to identify risks and support capital allocation decisions.

• Develop and maintain project finance models, feasibility studies, ROI analyses, budgets, and cost controls across infrastructure projects.
• Assess the financial impact of pricing decisions, commercial agreements, and market activities while ensuring expenditure aligns with corporate objectives.
• Define and monitor performance KPIs and prepare monthly, quarterly, and annual reports on financial, commercial, and operational performance.

• Ensure compliance with Dubai Holding, UAE regulatory requirements, and applicable international standards.
• Maintain robust risk management and due diligence frameworks covering legal, technical, financial, credit, market, and operational risks.
• Monitor infrastructure finance trends, regulatory developments, capital markets, and industry best practices to support strategic decision-making and continuous improvement.
• Drive the adoption of digital tools for financial modelling, forecasting, and reporting to improve transparency and efficiency.

• Collaborate with Development, Commercial & Strategy, Legal, Operations, and other Dubai Holding entities to align financing strategies with project delivery.
• Manage relationships with government authorities, utility providers, regulators, investors, and third‑party partners.
• Monitor the performance and compliance of PPP agreements and support effective stakeholder engagement throughout the project lifecycle.

• Bachelor’s degree in finance, or a related field
• Master’s degree (preferred) in Business Administration (MBA), in Finance or Economics.
• Professional certifications in corporate finance, public finance, infrastructure development or Public-Private Partnerships (PPPs).
• Minimum Experience (number of years):
• 12+ years of progressive experience in infrastructure finance and investment, infrastructure development, and infrastructure project management.
• Proven experience driving and structuring infrastructure finance in top‑tier financial advisory or private equity investment organisations.
• Demonstrated track record in executing infrastructure investment projects for major developers in the region.
• Strong background in market intelligence, feasibility analysis, and competitive benchmarking.
• Experience working with government authorities (e.g., project procurement entities, regulatory bodies) on infrastructure transactions or development approvals is highly valued.
• Demonstrated ability to lead multi‑disciplinary teams and manage cross‑functional interactions.
• Strong understanding of the GCC project finance and infrastructure private equity investment markets.
