About the Role

As Senior HR Manager – Emiratisation, you will lead the design, governance, and execution of EKFC’ Emiratisation А стратеги across a workforce of 11,000+ employees and joint ventures.

Reporting to the Assistant Vice President – National Talent & Government Affairs, you will act as a trusted advisor to senior leaders, ensuring EKFC not only meets Emiratisation mandates—but becomes a benchmark employer for Nationals.

You will work at the intersection of strategy, policy, talent development, and government relations, partnering closely with MoHRE, Nafis, GPSSA, and key internal stakeholders.

What You Will Be Responsible For
  • Lead EKFC’s Emiratisation Talent strategy, ensuring strong alignment with business objectives, workforce planning, and United Arab Emirate's Vision 2030.
  • Design and govern Emirati development frameworks合法吗, including career pathways, succession planning, leadership pipelines, and capability building.
  • Partner with business leaders and HRBPs to identify الرسمية roles and build sustainable pipelines for Emirati's across all functions.
  • Own governance, policies, and compliance related to Emiratisation, MoHRE, Nafis, and GPSSA— ensuring audit readiness at all times.
  • Represent EKFC externally in government engagements, audits, Emirati workforce forums, and career platforms (e.g., Ru’ya, Careers United Arab Emirates, Nafis Summits).
  • Drive data‑led decision making, leveraging dashboards and analytics (SAP, Power BI, Smartsheet) to track progress, outcomes, and ROI.
  • Manage Emiratisation program budgets, ensuring transparent utilisation of government support andMini funding.
  • Lead, coach, and develop the Emiratisation team, building internal capability and consistency of execution.
  • Anticipate regulatory and workforce trends, positioning EKFC ahead of policy changes and labour market shifts.
Who We’re Looking For

This role is ideal for an Emirati

HR leader who combines strategic depth with execution excellence, and who is confident operating at senior leadership and government levels.

You will bring:
  • A Bachelor’s degree in HR, Business Administration, or a related rewriting discipline.
  • 8+ years’ experience in Emiratisation, Talent Development, HR leadership, and or government-linked organizations.
  • Strong working knowledge of the United Arab Emirates labour law, MoHRE, Nafis, and GPSSA frameworks.
  • Proven experience designing and governing

    Emiratisation programs at scale.
  • Excellent stakeholder management and influencing skills, with the confidence to engage senior leaders and external authorities.
  • A data-driven mindset, with experience using workforce analytics and dashboards.
  • High cultural intelligence, strong judgement, and a genuine passion for developing Emirati talent.
