The HR Operations & Recruitment Manager leads and controls recruitment delivery, HR operations, and visa & compliance management for Synergy Management’s manpower outsourcing business. This is a leadership and control role, responsible for ensuring workforce mobilization, immigration compliance, and HR governance across multiple client accounts, while managing internal teams and external stakeholders.
Key Responsibilities1. Recruitment Leadership & Workforce Mobilization
- Lead high-volume and specialized recruitment aligned to client SLAs and visa availability.
- Own the full recruitment lifecycle: sourcing strategy, screening standards, interviews, offer coordination, and onboarding readiness.
- Build and manage recruitment pipelines locally and internationally (India, South Asia, Africa, etc.).
- Coordinate with overseas recruitment partners and agents to ensure quality, compliance, and timelines.
- Forecast manpower demand in coordination with operations and clients.
2. HR Operations & Employee Lifecycle Management
- Oversee HR operations for employees under Synergy sponsorship, including onboarding documentation, personnel files, attendance, leave, disciplinary processes, and exits.
- Ensure HR policies, practices, and documentation align with UAE Labour Law, client contracts, and internal governance manuals/SOPs.
- Act as the primary HR escalation point for workforce and client-related issues.
3. Visa, Immigration & Regulatory Compliance
- Lead and control ICP-based visa operations, including entry permits, medicals, Emirates , visa stamping, renewals, cancellations, and status amendments.
- Coordinate closely with internal visa teams, PROs, typing centres, and government portals.
- Track visa timelines, costs, rejections, and corrective actions.
- Always ensure audit-ready documentation and compliance discipline.
4. Governance, Risk & Cross-Functional Coordination
- Ensure strict adherence to immigration regulations, labour compliance, and internal governance/approval matrices.
- Work closely with operations (mobilization and deployment), finance & accounts (visa cost control, payroll coordination), and senior management (risk, compliance, workforce strategy).
- Support internal audits, client audits, and regulatory inspections when required.
- Bachelor’s degree in Human Resources
- Postgraduate qualification such as:
MBA / PGDM in HR, Operations, or Management - Master’s in human resources or industrial Relations
- UAE-relevant professional certifications (any one is sufficient):
- CIPD (UK)
- SHRM-CP / SHRM-SCP
- Certified HR Practitioner (Middle East experience)
- 7–12 years of experience in HR Operations & Recruitment, preferably within manpower outsourcing, staffing/workforce mobility, facilities management, logistics, delivery, or similar sectors.
- Hands‑on experience managing UAE visa processes, preferably ICP-based sponsorship.
- Proven track record handling high‑volume recruitment and mobilization.
- Experience managing multi‑national, blue‑collar and white‑collar workforce.
- Prior exposure to compliance audits, inspections, or governance‑driven environments.
- Experience leading small teams (recruiters / visa executives / coordinators).
- Experience in HR Operations & Recruitment, preferably within manpower outsourcing, staffing/workforce mobility, facilities management, logistics, delivery, or similar sectors.
- Strong operational leadership and execution discipline
- Deep understanding of UAE labour and immigration frameworks
- Ability to manage pressure, deadlines, and multiple client priorities
- High attention to detail, documentation, and compliance
- Professional communication with clients, authorities, and senior management
