Delegation Level: 1-2 (with a clear path to People Partner)
RACI R: Day-to-day people operations, local HR admin, recruitment coordination, and office management in Dubai. A: Smooth employee experience, compliant people processes, and reliable delivery across People Ops and hiring support. C: Managers, Finance, Legal, and external vendors on hiring, visas, contracts, and local compliance. I: Head of People on people risks, progress, and priorities.
The RoleThis is the second hire on the People team ’re looking for someone based in Dubai who understands local labour laws and enjoys being close to the day-to-day reality of people, teams, and operations. You’ll work in close partnership with the VP of People to help build and run how Cercli hires, onboards, supports, and grows its people in the region.
This role blends People Operations, local HR compliance, office management, and hands-on recruitment support. It’s ideal for someone who enjoys variety, cares deeply about people, and wants to grow into a People Partner role over time.
You won’t be expected to know everything on day one. You will be coached, supported, and developed; but you’ll need curiosity, ownership, and a genuine interest in people and how organisations work.
What You’ll DoOwn Local People Operations (Dubai)
- Support employment contracts, onboarding, and offboarding in line with UAE labour law
- Handle work permits, visas, renewals, and local compliance processes
- Act as a first point of contact for employee questions on policies, benefits, and local processes
- Keep people data accurate and up to date across systems
Support Recruitment & Hiring
- Support hiring across selected roles - coordinating interviews, candidates, and feedback
- Partner with the VP of People on role setup, hiring plans, and candidate experience
- Manage ATS hygiene and ensure a smooth, respectful candidate journey
- Help managers stay organised and on track during hiring processes
Office & Workplace Management
- Support day-to-day office operations in Dubai
- Coordinate equipment, access, vendors, and general workplace needs
- Help create a welcoming, well-run environment for the team
Grow Into a People Partner Role
- Learn how to support managers with people questions, performance, and development
- Gradually take on more responsibility for employee experience and manager support
- Build judgement, confidence, and context to operate as a trusted People Partner over time

Skills & Experience- Based in Dubai with knowledge of UAE labour law and work permits
- 2-4+ years’ experience in HR Ops, People Ops, Office Management, or Recruitment
- Comfortable supporting hiring processes and working with candidates
- Strong organisation and follow-through
- Discrete, trustworthy, and comfortable handling confidential information
- Clear written and verbal English Experience with Employee Relations, HR Policy Development, Talent Development, HR Data Analysis, Communication Skills, Talent Acquisition, and HRIS Management is highly valued. Ability to prioritise and focus on impact is highly valued.
- Arabic is a plus, not a requirement
- You’ll be the first person hired into the People team, working directly with the Head of People
