Role Purpose

The Supervisor – Community Management is responsible for overseeing day-to-day Facilities Management (FM) operations within assigned communities, ensuring that hard and soft FM services, asset condition, safety, and statutory compliance are delivered in line with approved standards and service level agreements.

The role also serves as a key community interface, supporting resident communication, Owners’ Committee coordination, and issue resolution to ensure operational continuity, customer satisfaction, and quality living environments across DHCM-managed communities.

Key Responsibilities / Accountabilities Community Facilities Management Operations
  • Supervise and coordinate hard and soft FM service delivery across assigned communities, including MEP systems, civil elements, landscaping, cleaning, waste management, security, and specialist services.
  • Conduct regular technical and operational site inspections to assess asset condition, maintenance quality, housekeeping standards, and statutory compliance.
  • Monitor and validate preventive and reactive maintenance activities, ensuring timely rectification of defects and minimizing service disruptions.
  • Review and follow up on FM work orders, snags, DLP items, and defects, coordinating with FM service providers, contractors, and internal teams until closure.
  • Monitor contractor performance against SLAs, KPIs, method statements, and approved scopes, escalating non-performance or recurring issues and coordinating corrective actions.
  • Support handover, DLP close-out, snag management, and post-handover FM stabilization activities for assigned assets.
  • Identify operational risks, technical non-compliances, and asset performance issues, and recommend corrective or preventive actions.
Health, Safety, Compliance & Risk Management
  • Ensure full compliance with DHCM’s HSE Policy, governance framework, Fire & Life Safety requirements, statutory regulations, and local authority standards across all community assets and common areas.
  • Participate in safety inspections, audits, risk assessments, and incident investigations, ensuring corrective and preventive actions are implemented in a timely manner.
  • Monitor compliance with UAE Fire & Life Safety Code and other applicable regulatory requirements.
  • Ensure safe systems of work, permit-to-work compliance, and contractor adherence to approved HSE plans, procedures, and method statements.
  • Actively report hazards, near misses, and incidents, and ensure appropriate use of PPE and compliance with risk assessments and safe work procedures by all site personnel and contractors.
Community Interface & Stakeholder Coordination
  • Act as the on-site FM representative for residents, tenants, Owners’ Committees (OCs), and internal stakeholders.
