Job Purpose
Act as the liaison amongst PMO leadership and project execution teams, ensuring programs, projects, and contracts across the portfolio are governed by financial discipline, policy compliance and benefits realization. Responsible for supporting operations such as budget planning, contractual oversight, performance reporting, and project governance from initiation through closure.
Roles and Responsibilities Strategy- Drive Benefits Management, ensuring benefits are planned, monitored, measured, and sustained across the project lifecycle.
- Represent the Agency on claims/disputes and cost-reduction/revenue-increase committees, preparing contractual-financial analyses and evidence-based recommendations.
- Drive value management initiatives focused on cost reduction and revenue maximization, aligning outcomes with institutional objectives.
- Capture and document lessons learned from projects, tenders, and contracts, feeding them into PMO knowledge systems for organizational learning.
- Provide project governance and performance oversight by supporting DPMOs and Project Managers in tendering, contract administration, and project execution across all RTA systems, ensuring accuracy of reported progress, milestones, and completion timelines.
- Evaluate and enhance PMO maturity by assessing Project Managers’ performance, identifying delivery gaps, and recommending targeted improvements to strengthen project management practices.
- Lead executive reporting and portfolio analysis by tracking key programs and projects, preparing consolidated reports on progress, risks, and deviations, and providing data-driven recommendations for CEO decision-making.
- Steer project financial planning, budget control, and performance monitoring, overseeing claims, payments, and variation orders to ensure fiscal discipline and compliance with approved timelines.
- Prepare and maintain the annual contracting and tendering schedule, ensuring adherence to approved timelines and escalation of any deviations to senior leadership.
- Support Project Managers through all stages from initiation to closure ensuring compliance, benefit realization, and completion of asset handover requirements.
- Steer financial planning and control by leading the budget planning process for programs and projects, ensuring alignment with organizational priorities and efficient resource utilization.
- Maintain accurate and updated data on budgets, contracts, and assets across project/financial systems.
- Analyse root causes of change orders and contractual risks, implementing preventive measures and sharing best practices through knowledge repositories.
- High Impact - Role is impacting projects worth higher than 250 million AED
- Bachelor's degree/ Master’s degree/Ph.D in engineering
- Minimum 11 years of experience for bachelor's degree holders, 9 years for master's holders or above
- Certifications such as Project Management Professional (PMP) – PMI, PMO Certified Practitioner (PMO-CP)
