Chief Specialist Licensing CEO

Job Purpose

Drive CEO directed projects governance by coordinating committees, programs, and audits; executing project/budget tracking; and planning Director General (DG) visits. Provide data-driven reports, risk updates, and follow through across Licensing Agency units.

• Advise on CEO headed committee charters, annual plans, and Key Performance Indicators (KPIs); recommend risk registers and reporting cadence.
• Advise on development/executive plans for Licensing projects; analyze current state, opportunities, challenges, and risks; submit consolidated outputs to leadership.
• Advise on Proof of Concept (PoC) use cases tied to Licensing projects; ensure adherence to institutional documents.

• Advise on outgoing/incoming correspondence related to projects and budget for the CEO; maintain official records and follow up on recommendation closures.
• Oversee follow-up on contractual plans for projects, contract status, and budget disbursement plans; prepare periodic reports for the CEO.
• Ensure accuracy of programs/projects data accuracy across stages; review transfer requests and change orders; analyze causes/justifications and issue recommendations.
• Execute application of value management principles during project phases; measure benefits, consolidate assets lists from projects, and disseminate lessons learned.
• Execute monitoring of programs and projects; evaluate risks/challenges; track performance; submit periodic completion/progress reports to leadership.
• Coordinate CEO headed committees (e.g., Communication Mechanism with Dubai Police; Supervising Requests of Testing Centers & Driving Institutes; Contract Appeals): plan meetings, address directions, follow implementation, approve/track KPIs and risks, and manage preparation.
• Manage the leadership meeting for the Licensing Agency and follow up implementation of issued directions.
• Follow up closure of Internal Audit findings at Agency level and report status to leadership.
• Plan and coordinate Director General visits, logistics, and agendas, and consolidate visit actions for follow-up.
• Follow up and track matters related to partnerships, service providers, operators, international memberships, external meetings, agreements, and MoUs, monitor operational performance level agreements, measure compliance rates, and follow up on the implementation of resulting recommendations and outputs.
• Coordinate and monitor the formation of resilience groups and teams, and review the implementation of the comprehensive organizational resilience implementation map with the concerned units.

• Recommend improvements to committee governance templates, project/budget tracking, and change control documentation to enhance decision lead times and traceability.

• Role may require on site presence for DG visit planning/coordination and select committee sessions, as scheduled.

• Master’s degree in Engineering / Management/ Project Management/ Public Administration
• 9+ years in case of Master's degree (11+ years in case of Bachelor’s degree) in related area
