Job Purpose
Drive strategic planning, contractual governance, and performance oversight for Dubai rail operations, ensuring safe, cost‑effective services, optimized timetables, and continuous customer satisfaction through rigorous financial, safety and risk management.
Roles & Responsibilities Strategy- Develop and approve O&M agreements, SLAs, and commercial policies with operators and authorities, ensuring cost control, ROI, and HSE compliance.
- Govern network KPIs, break‑even targets, annual budgets and benchmark against global metro leaders and recommend incentives or penalties.
- Oversee and manage SLAs concluded with competent authorities, ensuring alignment of service obligations and mutual accountability across stakeholders.
- Support in defining fleet, timetable, and special‑event service strategies, incorporating asset operating limits and maintenance flexibility.
- Oversee synthesis of stakeholder feedback and analysis of operational data to prepare break‑even analyses and financial optimisation plans for railway operations.
- Monitor operator plans, audits and monthly performance data and issue alerts or punitive actions for KPI breaches and oversee corrective measures.
- Coordinate joint commercial unit activities with marketing, investment, and other RTA teams to maximise revenue and ridership.
- Review financial analyses, cash‑flow statements and bill disbursements, ensure transparent contract administration and accurate cost tracking.
- Lead governance of incident and fault responses, manage high‑risk safety inspections and enforce HSQE, RSEMS and ASEMS standards across all staff.
- Evaluate operator improvement proposals, conduct benchmarks, and approve feasible enhancements within budget and risk parameters.
- Analyse stakeholder feedback, experimental service models and audit findings to optimise timetables, resource allocation and customer experience.
- Oversee and track passenger‑focused improvement projects and service enhancements delivered by operators or internal departments, ensuring alignment with approved budgets and strategic objectives.
- Drive continuous improvement of risk registers, audit regimes and performance dashboards to elevate operational excellence and compliance.
- Conduct periodic depot and network inspections, special‑event observations and contractor audits in live rail environments, adhering to RTA safety protocols.
- Bachelor’s degree in Transportation Engineering or Business Administration, or Operations Management;
Master’s degree in Transportation Management or Finance.
- 9+ years in case of Master’s degree (11+ years in case of Bachelor’s degree).
