About the Job:
Review tender documents, scope of works, check the feasibility for qualification, financial criteria, prepare presentations, risk matrix and information and seek approval for bidding as per DHRE’s strategic framework.
Provide contractual and administration support to the pre-contract team and section head in reviewing JR’s (Job Requisition s), drafting SoI’s (Solicitation of Interest) and award recommendation reports.
Prepare technical & commercial bids as per the tender requirements and Rate Analysis with logical risk factor pricing and tender review information in-order to ensure methodology, pricing and margin contingency are adequately adhered to.
Liaise with different departments to answer all tender queries and to close all PTC’s (pricing terms and conditions) in an efficient manner; including Risk/Legal department to ensure efficient execution of Contracts.
Work closely with Estimation team/Cost consultants to obtain most cost-efficient bids and ensure compliance with budget.
Develop standard documentation/forms and internal policies and procedures related to tendering as per department guidelines and implement and maintain Quality Assurance system to ensure the accuracy and completeness of the documents.
Maintain log of all live tender packages for review by the section head before release.
Prepare and submit requested / periodic reports on tenders /bids to senior management as requested.
Participate in final negotiations, liaise with legal & risk department on deviations with standard contracts, propose amendments for discussions and facilitate to reach agreement amongst stakeholders.
In charge and lead contract document compilation by coordinating with relevant stakeholders (internal and external), and ensure all documents are compiled in an organized manner and on time. Support section head in developing, monitoring compliance with the policies and procedures for the overall department.
About You:Bachelor’s Degree in Supply Chain Management or related field
CIPS (Chartered Institute of Procurement & Supply), PMP (Project Management Professional) certification – preferred
Minimum 4-6 years’ experience in preparing Cost estimates (preferable for Middle East).
Be able to write technical documents, such as RFPs, RFIs, and RFQs, clearly and effectively.
FIDIC (The International Federation of Consulting Engineers) knowledge on Tendering
Proficiency in relevant software and tools, including Microsoft Office suite, Project management and relevant tendering software.
Manage costs effectively, including estimating project costs/ budgets and analyzing vendor quotes.
Thorough understanding of Construction technology
Demonstrated skills in building and maintaining strong relationships with internal and external stakeholders/Vendors
Effective team management and leadership skills
Exceptional communication and interpersonal skill
Excellent analytical skills
