Manager - Infrastructure Planning Holding Real Estate

About the Job:

To lead the planning, monitoring, and control of large-scale infrastructure developments from master planning through project close-out. The role is responsible for project scheduling, CAPEX planning and tracking, risk management, contractor claims and EOT assessments, performance reporting, and stakeholder coordination across development, procurement, design, and construction teams.

Develop and maintain integrated project schedules, ensuring alignment across all stakeholders, milestones, resources, and project phases.

Lead project planning and controls to achieve delivery targets within approved timelines, budgets, and quality standards.

Establish, monitor, and manage master schedules, contractor programs, and project progress reporting systems.

Prepare executive-level reports, dashboards, and presentations for senior leadership and governance committees.

Review and approve contractor baseline programs, progress reports, forecasts, and recovery plans.

Monitor project KPIs, cashflows, resources, Line of Balance (LOB), and overall project performance.

Analyze project trends, risks, and schedule variances, providing proactive recommendations and corrective actions.

Lead and coordinate planning activities across consultants, PMCs, contractors, and internal stakeholders.

Evaluate resource allocation and project progress, identifying gaps and driving performance improvements.

Manage pre-construction planning, reporting, and coordination with Development, Procurement, and Contracts teams.

Review Extension of Time (EOT) claims, perform delay analysis, and prepare commercial recommendations.

Facilitate project risk management, including risk identification, assessment, mitigation, and monitoring.

Ensure compliance with reporting requirements for regulatory authorities such as DEWA, RERA, and other stakeholders.

Support annual delivery planning, CAPEX tracking, and achievement of business objectives and scorecard targets.

Coordinate infrastructure, buildings, and landscaping packages to ensure integrated project delivery.

About You:

Bachelor's degree in Civil Engineering;
Master's degree preferred.

PMP certification is an advantage.

8-10+ years of experience in project planning, controls, or infrastructure delivery within the construction or real estate sector.

Advanced proficiency in Primavera P6, project scheduling, and integrated master planning.

Strong experience in project controls, schedule forecasting, CAPEX tracking, and performance reporting.

Expertise in EOT assessments, delay analysis methodologies, and risk management.

Advanced Excel skills and experience with Oracle project management systems.

Strong understanding of construction processes, project life cycles, and industry best practices.

Excellent analytical, problem-solving, stakeholder management, and presentation skills.

Proven ability to communicate effectively with senior leadership, consultants, contractors, and project teams.
