- Conduct detailed orientation with City departments to understand organizational priorities, programs, capital projects, and funding needs
- Develop a comprehensive citywide grant strategy and strategic funding plans for large-scale infrastructure projects
- Identify, research, and monitor competitive federal, state, and regional grant opportunities
- Evaluate grant opportunities against City priorities and provide go/no-go recommendations
- Establish accountabilities and shared timelines for pursued applications
- Explain application requirements, eligibility, forms, and attachments to City staff
- Coordinate technical project details with City staff, engineers, and subject matter experts
- Draft complete, compliant, and competitive grant applications
- Incorporate City feedback and revisions and manage final submissions through grant portals
- Advocate for the City with funding agencies through outreach, follow-up, agency responses, support letters, and meetings
- Provide post-award grant administration and compliance support
- Support reporting requirements and communications with awarding agencies
- Follow up on unsuccessful applications, request debriefs, and identify resubmission or alternative funding options
- Lead monthly meetings with City staff and deliver monthly written status reports
- Maintain organized records accessible to the City
- Serve as named Project Manager and primary point of contact for the City's contract manager
- Direct DTLC's supporting research, drafting, and reporting staff
- Documented track record of securing competitive federal, state, and regional grant funding for municipal or other local government clients, with specific awards, funding programs, and dollar amounts that can be cited in a proposal and verified by references
- Minimum of five years of professional experience in grant strategy, grant writing, or public funding advocacy for cities, counties, special districts, or comparable public agencies
- Working knowledge of federal grant programs relevant to local government, including USDOT, HUD, FEMA, EPA, and DOJ programs
- Working knowledge of California state and regional funding programs administered by Caltrans, HCD, CalOES, the Strategic Growth Council, MTC, and the Alameda County Transportation Commission
- Ability to provide at least two professional references from public agency clients for grant work completed within the last five years
- Excellent writing, editing, and project management skills
- Ability to manage multiple concurrent Final date to receive applicationss
- Availability during Pacific Time business hours
- Ability to attend periodic in-person meetings in Dublin, California
- Must be authorized to work in the United States
- Preferred: prior grant work for cities in the San Francisco Bay Area or the Tri Valley, or familiarity with Alameda County regional funding processes
- Preferred: experience developing citywide or departmental grant strategies and multi-year funding plans
- Preferred: experience with post-award grant administration, including performance and financial reporting, reimbursement requests, and closeout
- Preferred: experience with benefit-cost analyses, transportation and infrastructure applications, or housing and community development programs
- Preferred: bachelor's degree in public administration, public policy, planning, communications, or a related field
- A master's degree or Grant Professional Certified (GPC) credential is a plus
Demonstrates expertise in grant strategy development, grant writing, and public funding advocacy, with a strong track record of securing competitive funding for local government projects. Proficient in managing grant applications, compliance, and post-award administration while effectively collaborating with city departments and funding agencies.
