Program Manager – Clinical Quality Management (CQM)

We are seeking an experienced Program Manager to provide leadership, oversight, and strategic direction for a Clinical Quality Management (CQM) program supporting the Defense Health Agency (DHA) National Capital Region (NCR). This role is responsible for managing program performance, coordinating support activities across multiple Military Treatment Facilities (MTFs), and ensuring alignment with DHA Medical Affairs priorities and enterprise initiatives.

The ideal candidate is a proven healthcare or federal program management professional with experience leading complex, multi-site programs, driving performance improvement initiatives, and collaborating with executive stakeholders. This individual will oversee program execution, ensure contract performance objectives are met, manage risks, and support continuous improvement efforts that enhance healthcare quality and patient outcomes.

• Provide strategic leadership and oversight for all Clinical Quality Management program support activities.
• Manage program cost, schedule, performance, and deliverables to ensure successful contract execution.
• Coordinate program activities across multiple Military Treatment Facilities throughout the National Capital Region.
• Serve as the primary interface with government leadership and stakeholders.
• Ensure alignment with DHA Medical Affairs priorities, quality initiatives, and strategic objectives.
• Lead program planning, risk management, issue resolution, and performance monitoring.
• Facilitate executive-level meetings, governance forums, briefings, and working groups.
• Oversee the preparation and submission of contract deliverables, reports, and presentations.
• Monitor staffing levels, employee performance, and resource allocation to support mission requirements.
• Ensure integration of data analytics, quality improvement initiatives, performance measurement, and compliance activities.
• Maintain compliance with applicable federal regulations, DHA policies, Centers for Medicare & Medicaid Services (CMS) requirements, and accreditation standards, including The Joint Commission.
• Identify operational risks and implement proactive corrective actions and process improvements.

• Bachelor's degree in Healthcare Administration, Public Health, Business Administration, or a related field.
• Eight to ten years of program management experience, preferably supporting healthcare or federal government programs.
• Three to five years of experience supporting Clinical Quality Management, Patient Safety, Healthcare Quality, or Performance Improvement initiatives.
• Demonstrated success managing large, complex, multi-site programs involving multiple facilities and stakeholder groups.
• Strong leadership, organizational, communication, and problem-solving skills.
• Experience managing budgets, schedules, deliverables, and program performance metrics.
• Ability to effectively engage with senior executives, healthcare leaders, and government stakeholders.

• Project Management Professional (PMP) certification.
• Certified Professional in Healthcare Quality (CPHQ).
• Lean Six Sigma Green Belt or higher certification.
• Experience supporting the Defense Health Agency (DHA), Military Health System (MHS), or Department of Defense healthcare programs.
• Knowledge of Military Treatment Facility operations and healthcare delivery systems.
• Experience with healthcare quality metrics, performance dashboards, and data analytics.
• Familiarity with The Joint Commission accreditation standards and CMS quality requirements.
