The Dubuque Racing Association (DRA) is a nonprofit gaming and hospitality organization operating Q Casino + Resort, The Key Hotel (a dual-branded Hilton Garden Inn and Tapestry Collection by Hilton property), and the Back Waters Amphitheater on Schmitt Island in Dubuque, Iowa. As a mission-driven organization, DRA reinvests gaming proceeds into the Dubuque community while operating with the financial discipline and regulatory rigor expected of a licensed Iowa gaming operator.

POSITION

SUMMARY

Building on DRA's established financial foundation, the Chief Financial Officer (CFO) serves as a strategic business partner to executive leadership and the Board while supporting the organization's continued growth and community impact. The CFO oversees all accounting, financial planning and analysis, treasury, cage and credit operations, capital planning, and regulatory financial reporting across Q Casino + Resort, The Key Hotel, and Back Waters Amphitheater.

This role partners directly with the CEO and Board of Directors on capital deployment, distribution planning, and long-range financial strategy, while ensuring full compliance with Iowa Racing and Gaming Commission (IRGC) requirements and DRA's nonprofit reporting obligations.

KEY RESPONSIBILITIES Financial Strategy & Executive Leadership
  • Serve as a strategic partner to the CEO and Board of Directors on enterprise-wide financial performance, capital allocation, and long-range planning
  • Lead development of the annual operating budget and multi-year Capital Long Range Plan across gaming, hospitality, and entertainment operations
  • Provide financial modeling and scenario analysis to support Board-approved distribution targets and reinvestment commitments to the Dubuque community
  • Serve as a key contributor to the ongoing execution and evolution of DRA's strategic planning initiatives.
Accounting, Reporting & Controls
  • Oversee all accounting operations, month-end and year-end close, and preparation of accurate, timely financial statements
  • Maintain and continually enhance an effective internal control environment across cage, credit, and cash-handling operations consistent with gaming industry standards
  • Ensure full compliance with IRGC financial reporting requirements, Title 31/AML obligations, and DRA's nonprofit tax and distribution reporting
  • Manage relationships with external auditors, tax advisors, and regulatory examiners
Performance Analytics & Revenue Strategy
  • Deliver financial analysis supporting GGR, EBITDAR, ADR, and RevPAR performance across the casino floor, The Key Hotel, and Back Waters Amphitheater
  • Partner with operations, marketing, and commercial leadership to provide financial analysis and insights that support revenue optimization, investment decisions, and long-term business performance.
Treasury, Risk & Capital Management
  • Manage cash flow, banking relationships, and debt/financing arrangements supporting operations and capital projects
  • Lead capital project financial oversight, including ROI analysis, funding sequencing, and post-implementation performance tracking
  • Oversee insurance programs and enterprise risk management practices across all DRA properties
  • Lead, develop, and mentor a high-performing finance, accounting, and revenue-management team.
  • Enhance and optimize finance processes and systems to support DRA's continued growth.
  • Foster cross-functional collaboration and maintain a culture of accountability, development, and continuous improvement
  • Serve as a trusted advisor to executive leadership, promoting collaboration, transparency, and sound financial decision-making across the organization.
QUALIFICATIONS
  • Bachelor's degree in Accounting, Finance, or related field required; CPA and/or MBA strongly preferred
  • 10+ years of progressive finance/accounting leadership experience, including 5+ years in a CFO, Controller, or senior finance role
  • Gaming industry experience strongly preferred, with familiarity in cage/credit operations, Title 31 compliance, and state gaming commission reporting (Iowa Racing and Gaming Commission experience a plus)
  • Multi-asset or hospitality finance experience (hotel, food & beverage, entertainment venue) a plus
