General Definition of Work

Performs difficult advanced human support work organizing, managing and supervising assigned staff engaged in providing social service programs, preparing reports and maintaining files and records, and related work as apparent or assigned. Work is performed under the general direction of the Social Work Program Manager/Health and Human Services Project Administrator. Continuous supervision is exercised over Community Social Services Technician, Social Worker II and Social Worker III.

Examples of Duties Essential Functions
  • Plans, organizes and directs social work staff and social work programs in area to which assigned.
  • Assigns cases to social workers and schedules work according to priorities.
  • Reviews and evaluates the effectiveness of services through a variety of methods case conferences, case reading, use of statistical data, etc.
  • Participates in program planning, case staffing and development of policy.
  • Coordinates education and public awareness endeavors, recruitment efforts, information to news media, etc. to educate the community on available programs and services.
  • Attends local and State training to enhance policy implementation and job skills; reviews and distributes new laws, rules and regulations to assigned staff.
  • Attends various meetings as required.
  • Monitors the work of staff through case reviews, progress reports, conferences, and informal discussion to ensure compliance with operational standards and applicable State laws, rules and regulations;
  • Prepares and reviews a variety of reports; prepares other types of correspondence; maintains files and records.
  • Schedules and attends monthly team meetings of cases with community representatives, clients, and other agencies and individuals as appropriate.
  • Reviews and approves each staff member’s daily report of services to ensure appropriate program funds are utilized.
  • Prepares monthly payments and ensures that they are in compliance with applicable laws, rules and regulations; monitors expenditures.
  • Determines appropriate uses of available funds; receives and audits private sector funds.
  • Reviews and enters timesheets into the payroll system; certifies mileage reimbursements, travel vouchers of assigned staff.
  • Prepares for Federal and State audits of all funding streams.
Knowledge,

Skills and Abilities

Thorough knowledge of the philosophy, objectives, practices and techniques of social work and counseling; thorough knowledge of the techniques and means of interviewing, counseling and investigating; thorough knowledge of the programs, applicable local, Federal and State laws, rules and regulations governing public assistance programs in the area of assignment; thorough knowledge of community resources for social services; ability to plan, organize, assign and supervise the work of staff and to train and instruct subordinates;

thorough knowledge in preparing reports and other types of documents; thorough knowledge in the use of standard office equipment and associated software (e.g. NCFAST, OLV, AS400, Microsoft Office Professional); ability to communicate complex ideas effectively, orally and in writing;…
