Bilingual Licensing Coordinator III- JOR

The Licensing Coordinator III is responsible for licensing and retaining quality foster homes, ensuring licensed homes meet or exceed programmatic/contractual obligations. The Level III role independently completes all functions of the role, is fully certified at the highest levels of certification as required in the State, provides regulatory oversight, and provides leadership.

The Licensing Coordinator III will perform duties including but not limited to:

  • Perform all work in a manner consistent with the National Youth Advocate Program's Mission, Values and Philosophies.
  • Attain the highest level of certifications and training required by the State and ensure they are current and in good standing.
  • Support the development of potential foster parents in understanding the needs of youth entering foster care.
  • Responsible for the knowledge and implementation of all rules, regulations, and policies related to foster care.
  • Begin the licensing process immediately upon completion of the foster parent(s) initial orientation.
  • Assist all potential foster families in providing required information and completing paperwork in a timely manner.
  • Coordinate foster parent training and ensure parents register for and complete training.
  • Meet with foster parents experiencing challenges in the licensing process to identify and assist in overcoming barriers.
  • Develop a comprehensive home study for each potential family and submit it for approval.
  • Maintain and update all foster home records in appropriate systems.
  • Provide ongoing training and support to licensed foster homes.
  • Complete annual evaluations and recertifications of all licensed foster homes.
  • Support foster parents by providing information, education, meetings, support groups, and one-on-one discussions.
  • Travel to visit homes to ensure compliance with organizational, contract, and regulatory and safety requirements.
  • Provide leadership to the team.
  • Participate in Continuous Quality Improvement activities on a monthly/quarterly basis.
  • Actively participate in the weekly supervision process.
  • Report all incidents to supervisor as necessary.
  • Mentor and assist Licensing Coordinators across programs in training with initial home visits, monitoring visits, and home study development.
  • Perform other duties as assigned.

Minimum qualifications:

  • Bilingual (English-Spanish). Fluency in Spanish required.
  • Must have excellent English verbal and writing skills.
  • Bachelor's degree in Social Work or a comparable Human Services field from an accredited institution.
  • At least two (2) years of work experience in direct service with youth and families.
  • Must have attained the highest level of certifications and training required by the State and ensure they are current and in good standing.
  • Must have excellent organizational skills to accommodate working with multiple families in the licensing and relicensing process simultaneously.
  • Must demonstrate a sincere commitment to the service and advocacy for youth and families
  • Proficient use of desktop and laptop computers, internet search, people management programs, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.
  • Must possess a valid state driver's license, have reliable transportation, and be eligible to drive to facilitate program services as required by contractual agreement.
  • Must be at least 21 years of age at the time of hire.

Physical demands:

  • Use of manual dexterity, tactile, visual, and audio acuity.
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
  • Ability to travel frequently and drive vehicle while sitting for extended periods, with frequency varying based on program demands.
