Sr Pre-Bid Manager

Job Summary

Quarterback pre‑bid strategy, in charge of bid calendar to drive and pull the parts together. Validates price take‑offs and scope review. Works with RSMs and OSRs through the pre‑bid process, aligns vendors, and sells talking points to clients. Once PO arrives, verifies power‑scope bid against client purchases. Hands off submittal, RSM, and PM teams for T&C negotiations and project management.

• Manages bid calendar and coordinates bid elements.
• Validates price take‑offs and reviews scope.
• Collaborates with RSMs, OSRs, and vendors throughout the pre‑bid process.
• Communicates pre‑bid strategy and price cuts to clients.
• Verifies power‑scope bids against client orders.
• Hands off to submittal, RSM, and PM teams for T&C negotiations and project management.

• Identifies key barriers and applies problem‑solving skills to manage complex situations.
• Troubleshoots and resolves complex problems.
• Operates under uncertainty with incomplete information to achieve effective results.
• Performs assignments independently with limited instruction, focusing on expected outcomes.
• Develops approaches to solutions and receives guidance only for unusual or complex issues.
• Oversees multiple projects, including planning, monitoring, and reviewing progress and accuracy.
• Evaluates results and demonstrates data‑analysis techniques.
• Provides general guidance and direction to junior personnel as needed.

Primarily seated; occasional movement or light lifting. Indoor comfort, infrequent unpleasant conditions. Overnight travel required less than 10% of the time.

• Minimum 18 years of age.
• Pass pre‑employment assessment(s) if applicable.
• BS/BA in a related discipline (or MS/MA with 4‑5 years experience).
• Typically 5+ years of experience in a related field.
• Certification required in some areas; DBIA and/or PMP certification is a plus.

• 5+ years of experience specific to bid preparation, sales, or construction.
• Treatment plant experience.
• Strong computer skills.
• Extensive product knowledge of waterworks materials.
• Experience in a relationship‑ and service‑oriented role in manufacturing, distribution, or construction management.
• Formal project management training and/or PMI Certification highly preferred.
• Knowledge of order entry, inventory management, supply chain logistics process and systems.
