Job Summary

Responsible technical work in the application and enforcement of environmental programs and regulations. This position is part of the Civil Service Basic Unit Employees Collective Bargaining Agreement represented by Council 5 of AFSCME.

Compensation

The full salary range, including longevity pay, is:

  • Environmental Specialist Technician: $30.18 - $42.65 per hour
  • Environmental Specialist: $31.21 - $44.23 per hour
  • Environmental Specialist Senior: $33.54 - $47.71 per hour

Classifications and Responsibilities Environmental Specialist Technician
  • Assist in compliance of Subsurface Sewage Treatment Systems (SSTS) program laws and ordinances.
  • Review/approve permit applications for Basic SSTS designs.
  • Participate in interim, final and complaint inspections.
  • Assist in preparing reports and enforcement actions.
  • Communicate with and educate the public on department policies and programs.
  • Work under direction of assigned supervisory staff.
Environmental Specialist
  • Ensure compliance of SSTS program laws and ordinances.
  • Review permit applications for Basic SSTS designs.
  • Conduct interim, final and complaint inspections.
  • Prepare reports and enforcement actions.
  • Assist in administration of the SSTS program.
  • Communicate with and educate the public on department policies and programs.
  • Work under direction of assigned supervisory staff.
Environmental Specialist Senior
  • Ensure compliance of SSTS program laws and ordinances.
  • Review permit applications and Basic or Advanced SSTS designs.
  • Conduct interim, final and complaint inspections.
  • Prepare reports and enforcement actions.
  • Assist in administration of the SSTS program, policy or service changes.
  • Communicate with and educate the public on department policies and programs.
  • Work independently on project/program implementation.
  • Possibly exercise direction over staff in lower classifications.
  • Work under direction of assigned supervisory staff.
Work Environment
  • Lift and carry up to 10 pounds and color vision.
  • Near, midrange and far vision; depth perception; field of vision; visual accommodation.
  • Hear within 5 feet and up to 20 feet; feel; use fingers, grasp, handle, move, reach, rotate neck.

Minimum Qualifications Environmental Specialist Technician
  • Graduation from an accredited college or university with a Bachelor’s degree in biology, environmental science, geology, geography, soil science or a closely related field; OR five (5) years of paid verifiable experience designing and/or inspecting SSTS; OR equivalent education/experience as determined by the director of human resources.
  • Must obtain a Minnesota Pollution Control Agency (MPCA) issued SSTS Basic Inspector Certificate within one (1) year of employment.
  • Possession of a valid driver’s license.
Environmental Specialist
  • One (1) year as an Environmental Specialist Technician and recommendation of the director of the department; OR graduation from an accredited college or university with a Bachelor’s degree in the specified fields.
  • Completed training, passed exams and submitted required documentation to obtain the SSTS Basic Inspector Certificate.
  • Completed training, passed exams and submitted required documentation to obtain a Service Provider Certificate within one (1) year of employment.
  • Possession of a valid driver’s license.
Environmental Specialist Senior
