Job SummaryThis posting is to fill two Compliance Inspector positions. As a Compliance Inspector at the Minnesota Pollution Control Agency (MPCA), this position assists in the implementation of the oil and hazardous substance preparedness program by assessing compliance of regulated parties including railroads, trucks, and certain facilities as stated in statute. The position supports the emergency preparedness unit to build resilience in the state of Minnesota and support emergency readiness in the Agency.
The position will coordinate and collaborate with stakeholders; review prevention and response plans; complete compliance and enforcement activities; plan and participate in exercises; and provide support and guidance to emergency response staff before, during and after an environmental incident involving oil or hazardous substance; and provide feedback and input to regulated parties.
- Assess compliance of regulated parties including railroads, trucks, and certain facilities as per environmental statutes.
- Collaborate with stakeholders to review prevention and response plans.
- Complete compliance and enforcement activities related to oil and hazardous substance preparedness.
- Plan and participate in exercises to test emergency readiness.
- Provide support and guidance to emergency response staff before, during and after environmental incidents.
- Provide feedback and input to regulated parties on compliance and enforcement matters.
Minimum Qualifications
- Two (2) years of advanced professional-level experience (e.g. Environmental Specialist 3 or equivalent level) in emergency management, preparedness, regulatory compliance or readiness.
- Environmental experience including investigation and cleanup of contaminated sites, collecting environmental samples, interpreting sampling data, compliance/enforcement of environmental regulations, and cleanup remedies.
- Strong communication skills to clearly convey technical concepts to a wide variety of audiences.
- Advanced interpersonal skills to build working relationships and partnerships, and resolve complex environmental issues.
- Ability to make sound decisions in a timely manner, often with incomplete information, and under tight deadlines and pressure.
- Valid Class D Driver's License.
- Non‑visa sponsorship by MPCA.
- Compliance with identity verification and eligibility documentation.
- Experience in environmental emergency preparedness and response framework and the impacts on communities.
- Experience working with, overseeing, or contracting with Oil Spill Response Organizations.
- Knowledge of oil and hazardous substance spill response tactics and/or facility response plans.
- Knowledge of overall state and federal environmental regulatory framework related to environmental emergency preparedness.
- Demonstrated experience working under the Incident Command System and its principles, and the Homeland Security Exercise Evaluation Program.
- Experience providing oversight, training and direction to contractors.
- Experience developing and implementing training plans or programs.
- Experience partnering with local and tribal units of government on projects.
Occasionally move or transport equipment up to 25 pounds. May require moving or transporting equipment and traversing rough and uneven terrain.
