Position: Public Health Strategist 2 - Community Health Assessment & Planning

Bachelor’s degree from an accredited college or university in public health, epidemiology, public administration, business administration, statistics, or related field and three (3) years of experience in a similar position as listed in the work functions.

OR

Master’s degree from an accredited college or university in public health, epidemiology, public administration, business administration, statistics, or related field and one (1) year of experience in a similar position as listed in the work functions.

OR

A combination of education and experience equivalent to seven (7) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Under general supervision, independently leads the implementation, maintenance, and oversight of complex public health-related processes and systems. Analyzes complex public health data from multiple data sources and develops strategic metrics and goals. Supports Olmsted County Public Health Services (OCPHS) accreditation and reaccreditation efforts, strategic planning, quality improvement and performance management systems. Oversees ongoing development and measurement of public health strategic outcomes and goals.

Coordinates community health assessment and improvement planning. Creates reports and dashboards. Collaborates with community partners to identify health disparities and leads work groups. Supports a diverse, respectful, and inclusive workplace.

  • Coordinates improvement initiatives that involve team members across all internal and external agencies and partners.
  • Conducts data analysis and develops results from the Community Health Needs Assessment survey to support compliance requirements for partner organizations.
  • Develops and implements plans for promoting initiatives to priority audiences including policymakers, funding sources, community members and the media. Develops and implements community engagement initiatives.
  • Coordinates evaluation of projects and programs. Develops objective performance measures to ensure consistent, high-quality evaluation, and goal setting.
  • Recommends, develops, and implements primary quantitative and qualitative tools in organizational and program performance management. Trains and mentors others on the use of tools and data.
  • Participates on strategically aligned boards and community groups.
  • Ensures effective communication with internal and external partners and keeps leadership informed on current activities.
  • Prepares and presents educational reports, media interviews, journal articles, and training workshops to staff, committees, students, professional organizations, and the public.
  • Coordinates public and private grants within budget and regulations. Provides reports and communication with funding sources.
  • Supports the department during disease outbreaks and emergency situations that may require non-standard work hours including evenings, weekends, and holidays.
  • Performs other duties as assigned.
  • Considerable knowledge of statistical analysis and evaluation principles.
  • Considerable knowledge of organizational prioritization and strategy identification and implementation.
  • Considerable knowledge of quality improvement principles and practices.
  • Considerable knowledge of population health outcomes and foundational public health principles.
  • Considerable knowledge of social determinants of health.
  • Knowledge of Community Health Needs Assessment reporting requirements for all internal and external partners.
