The Human Resources Manager is a valued member of the City of Stillwater's Senior Leadership Team, providing leadership and professional expertise in the planning, administration, and coordination of the City's Human Resources Division. This position works collaboratively with the City Administrator, department leaders, and employees to support organizational goals through effective human resource programs, policies, and services.

The Human Resources Manager is responsible for the administration and oversight of a broad range of human resource functions, including labor relations, classification and compensation, recruitment and selection, employee relations, performance management, policy and procedure development, training and professional development, employee wellness initiatives, HR records and systems management, and strategic workforce planning. The position also ensures compliance with applicable employment laws and regulations while fostering a positive, inclusive, and high-performing workplace culture.

Functions

The essential functions of the position include, but are not limited to the following:

  • Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention and labor relations.
  • Supports the City Administrator in providing administrative oversight to the City in relation to human resource functions.
  • Responsible for the regulatory compliance activities as related to employment and labor law generally; and specifically Pay Equity, COBRA, Affidiv, ADA, FLSA, FMLA, PFML and PELRA.
  • Makes presentations to City Council on Human Resources items.
  • Manages recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation; determining production, productivity, quality, and customer-service strategies; designing systems; accumulating resources; resolving problems; implementing change.
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
  • Testifies in administrative or court proceedings regarding investigations conducted, disciplinary actions, and/or interpretation/implementation of City policies and procedures.
  • Manages the administration of the employee performance evaluation system.
  • Assists supervisory personnel with performance management functions; advises on coaching and counseling strategies; develops performance improvement plans (PIPs); assists in completion of performance evaluations. Coordinates disciplinary process with City Administrator, department heads and supervisors.
  • Provides counseling to employees regarding work-related issues.
  • Manages the administration of the City's classification system, including the development and revision of job descriptions and evaluation and placement of positions within classifications.
  • Assists supervisors, managers, and directors in resolving complex, sensitive human resources problems.
  • Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.
  • Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values.
  • Employee wellness program – Conduct assessments and surveys to identify employee wellness needs and preferences. Create and deliver engaging wellness events, workshops and seminars on various topics related to community, social, career/purpose, physical and financial wellness.
  • Accomplishes special project results by identifying and clarifying issues and priorities; communicating and coordinating requirements; evaluating milestone accomplishments; evaluating optional courses of action; changing assumptions and direction.
