Expected starting salary range $34.62 to $46.23. Full salary range $34.62 to $57.83.

Bachelor's degree from an accredited college or university in human resources or other field related to specialty and one (1) year of experience in a similar position as listed in the work functions.

OR

A combination of education and experience equivalent to five (5) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.

Under supervision, is responsible for advanced technical work to meet the Human Resources (HR) needs of the County. The Human Resources Specialist is the subject matter expert for their functional work area and may be cross-trained to support other projects in Human Resources. Oversees and implements ongoing Human Resources functions, processes and systems within the assigned functional area and develops new procedures to create efficiencies.

Acts as a team leader for HR Generalists including training and reviewing of work. Supports a diverse, respectful, and inclusive workplace.

  • Administers Olmsted County's hiring process including the online hiring and applicant tracking system. Works with departments to develop recruitment strategies. Reviews applications and evaluates applicant skills, processes background checks and makes recommendations regarding applicant's qualifications.
  • Coordinates new employee orientation.
  • Recommends and implements improvements to processes and procedures.
  • Processes staffing changes.
  • Interprets and explains County policies, answers questions, and provides guidance related to talent management processes.
  • Conducts compensation studies, makes salary recommendations, and assists with maintaining compensation plans.
  • Develops and maintains job descriptions and makes position classification recommendations.
  • Administers the performance evaluation process for County employees.
  • Conducts talent management presentations and training.
  • Conducts research and special projects.
  • Performs other duties as assigned.
  • Through knowledge of federal, state and local regulations regarding public sector employment.
  • Thorough knowledge of County programs, policies, procedures and labor contracts.
  • Knowledge of the functions of talent management, payroll and benefits.
  • Skill in the use of computers and technology.
  • Skill in the use of basic business math.
  • Skill in effective communication, both verbally and in writing.
  • Ability to lead, train and give direction to others.
  • Ability to understand and follow complex verbal and written instructions.
  • Ability to plan and organize work efficiently.
  • Ability to gather, analyze and communicate information clearly, and accurately.
  • Ability to prepare detailed reports.
  • Ability to perform work rapidly and accurately.
  • Ability to establish and maintain effective working relationships.
  • Ability to work independently.
  • Ability to trouble shoot and recommend solutions to problems.
