Performs a variety of supervisory, skilled, technical, and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of City water distribution systems, wastewater collection systems and facilities. Receives and responds to training in all aspects of the construction, maintenance, repair and replacement of water distribution and wastewater collection systems, in order to provide labor and equipment operations at continually progressive levels of skill as outlined below.

Works under the general direction of the Water & Wastewater Superintendent (Utilities Director). The expertise required by this position is such that the employee is responsible for planning and carrying out the assignments of the position. In some cases it is necessary for the employee to interpret policy to achieve the desired objectives.
SUPERVISION EXERCISEDExercises supervision over both the Water Distribution and Distribution Collection departments. Required to supervise large or multiple areas simultaneously and to evaluate the performance of employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES- The work this position is responsible for can affect the integrity of the entire system, including the majority of citizens in the City of Duncan. This highly regulated industry is held to highest standards including quality and record keeping by the State of Oklahoma. Our licenses operators as well as the city of Duncan are held responsible for their actions.
- Plans, schedules and implements construction, maintenance, and operation activities designed to provide quality water service for the city; oversees construction and maintenance work to determine acceptability and conformance to standards.
- Serves primary role in training, supervising and disciplining employees performing the duties of maintenance, construction and repair of water systems and facilities.
- Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of water systems and other department facilities.
- Inspects and supervises the repair of chlorine machine, booster pumping stations, reservoir, meters and other water system components at frequent intervals to insure that all aspects of the systems are functioning properly.
- Assists in requisitioning needed supplies for the department and maintaining a variety of records relating to personnel, equipment, supplies, water consumption and reports.
- Informs Supervisor, Attorney, Engineer and other city officials in matters relating to department activities; provides information to individuals regarding water supply or distribution services and regarding wastewater collection services upon request.
- Supervises, instructs and assists assigned crews in installing water meters and water lines, installing and relocating fire hydrants and meters, and maintaining the existing water supply and distribution systems.
- Supervises, instructs and assists assigned crews in installing new sanitary sewer mains and maintaining the existing sanitary sewer system.
- Supervises, instructs, and assists assigned crews in installing new manholes and maintaining the existing ones.
- Ensures that all necessary materials, supplies and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools and supplies from the store room.
- Supervises the location of water and sanitary sewer lines from the appropriate sources prior to excavation and supervises informing crews of such locations.
- Responds to complaints regarding water leaks, pressure loss or no water; evaluates situation, determines if responsibility to repair lies with the City or the property owner; explains findings to property owners and notifies appropriate crew if necessary.

- Required to make contact with contractors, vendors and representatives of professional organizations.
- Contacts business owners in area where services will be discontinued and explains when services will be interrupted and restored.
