Position: HR Specialist (Administrative Officer I)

Overview

The State Highway Administration (SHA) District 5, Anne Arundel County, is recruiting for a temporary HR Specialist (Administrative Officer I).

Position: HR Specialist (Administrative Officer I), Grade 13 (2711) SP# 26-85-08. This temporary role offers paid leave and may include partially subsidized state health benefits. Applicants must apply online to be considered.

Responsibilities
  • Provide administrative and professional assistance to the Assistant Administrative Section Chief, Administrative Section Chief, Administrative Assistant, and other team members in the District 5 Administrative section (Human Resources, Training, and Performance Excellence).
  • Apply personnel policies and procedures to daily work; manage employee records and filing systems.
  • Assist hiring managers with preparing selection plans for District and shop vacancies; obtain required signatures and forward selection plans for approval.
  • Print and post job announcements, file appropriately, and distribute announcements to District 5 staff via email.
  • Review candidate lists, contact eligible candidates, and work with panels to set interview dates and times.
  • Set up PPP appointments, manage background investigation paperwork and pre/post-employment documentation.
  • Receive and review interview summaries for accuracy, obtain signatures, and submit to relevant offices for review and approval; notify hiring managers when offers can be made and provide offer details.
  • Assist with open enrollment and helping staff log into Workday and OSCTS; serve as timekeeper for the district office and backup for shop timekeeping duties.
Education and Experience
  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience: One (1) year of experience in administrative or professional work.
  • Selective Qualification: One (1) year of the required experience must involve applying personnel policies and procedures in one or more of the following areas: recruitment practices, retirement and health benefits, payroll and/or timekeeping.

Notes on substitutions:

  • Candidates may substitute education for experience at the rate of 30 credit hours per year of required experience.
  • A Bachelor's degree may be substituted for the required experience.
  • Military service experience as a commissioned officer with relevant administrative duties may substitute for the required experience on a year-for-year basis.
Additional Requirements
  • Candidate must possess a motor vehicle operator's license valid in Maryland.
