Position Overview
The Maryland Public and Correctional Training Commission (MPCTC) seeks a Program Administrator/Instructor for the Leadership Development Institute at the Public Safety Education and Training Center in Sykesville, MD. The role involves strategic oversight, design, and delivery of high‑impact training programs for Maryland’s public safety leaders. The position ensures compliance with the Code of Maryland Regulations (COMAR) and supports transition from classroom theory to operational leadership through both in‑person and hybrid learning environments.
Key Responsibilities- Develop, revise, and implement lesson plans, training materials, practical scenarios, and assessments for executive and supervisory leadership courses.
- Facilitate and deliver in‑person and hybrid training sessions to meet learning objectives and ensure participant engagement.
- Manage training schedules, coordinate with external trainers or vendors, and maintain comprehensive records of training activities and participant progress.
- Ensure all programs meet COMAR standards and uphold educational integrity.
- Provide technical assistance and instructional support across MPCTC units to foster a cohesive, state‑wide training approach.
- Bachelor’s degree from an accredited college or university.
- Minimum of five years’ experience working for a public safety agency.
- College‑level coursework or experience that can substitute for the required education on a year‑to‑year basis.
- Military experience as a commissioned officer involving administration of rules, regulations, or staff support can substitute for the required experience.
- At least two (2) years as a First Line Supervisor or First Line Administrator within a public safety agency.
- At least two (2) years of experience developing, coordinating, and delivering COMAR‑mandated programs such as First Line Administrator or First Line Supervisor courses.
- Current MPCTC Instructor Certification or the ability to obtain certification within six months of hire.
- Successful completion of a public safety First Line Supervisor, First Line Administrator, or leadership command program.
- Demonstrated success in planning, organizing, and implementing training initiatives for public safety agencies.
- Proficiency in systematic curriculum revision and quality control to meet evolving professional standards.
Fluent in spoken and written English; ability to communicate effectively with diverse populations. Proficiency in Spanish, Mandarin, Korean, or another language is a plus.
