Position: HCD Financial Analyst Trainee (C26014)

Introduction

This is a contractual position with limited State of Maryland benefits. Work that matters. The Maryland Department of Housing & Community Development (DHCD) is a national leader in affordable housing and community development. Our team needs a strong manager with an accounting background and analytical skills to manage staff, set the example, review monthly reconciliations and ensure deadlines are met. This position offers a salary range of $33.92 - $36.59/hour, with potential for advancement up to $52.88 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $36.59/year.

POSITION DUTIES

The Division of Finance and Administration is seeking an enthusiastic individual to serve as a Compliance Officer. The Compliance Officer will assist the General Accounting unit’s activities based upon the goals and priorities of the Department.

  • Perform financial analysis, including examining and interpreting financial data; conduct account reconciliation and variance analysis, cash flow monitoring, and accounting functions supporting high‑volume statewide financial operations within the General Accounting Unit.
  • Support the financial analysis and processing of annual expenditures of approximately $800 million, including high‑volume RFP disbursements (approximately 30,000 transactions annually), and financial analysis of annual revenue, approximately $600 million, including incoming wires and paper checks.
  • Perform AP and AR aging analysis to monitor outstanding balances, identify delays in payments and collections, and evaluate trends impacting cash flow and operational efficiency.
  • Perform accounting calculations and account reconciliations, including 99

    DEP, 99

    CBK, 84175, petty cash, and working fund, and conduct variance analysis to identify discrepancies, unusual trends, and reconciliation differences, ensuring timely resolution in coordination with internal controls, the Accounting Procedures Manual (APM), internal units and external agencies.
  • Deliver reporting and support to senior management, ensuring compliance with all applicable policies and procedures.

MINIMUM

QUALIFICATIONS

Education:

A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.
