POSITION DUTIES

The Department of Public Safety and Correctional Services (DPSCS) is seeking a strategic and experienced financial leader to direct the planning, development, implementation, and oversight of the Department's operating budget and fiscal management activities. This senior-level position is responsible for leading a team of budget professionals while providing technical guidance and financial oversight to fiscal staff throughout the Department. The incumbent serves as a principal advisor to executive leadership on budgetary policy, fiscal planning, appropriation management, expenditure control, legislative initiatives, and long-range financial strategies.

The position oversees all phases of the Department's budget process, including annual budget development and preparation, review and submission of agency budget requests, operating budget allocations, program enhancements, budget monitoring, expenditure forecasting, year-end closeout assistance, grant financial administration, and statewide fiscal reporting. Responsibilities include developing and implementing budget policies and procedures, analyzing complex financial data, preparing recommendations for executive leadership, coordinating with the Department of Budget and Management (DBM), , the Comptroller's Office, and other State control agencies, and ensuring compliance with all applicable State and Federal fiscal requirements.

In addition, this position provides direct fiscal oversight for multiple DPSCS budgetary programs through subordinate supervisors, manages appropriation and position control, oversees quarterly revenue and expenditure projections, facilitates administers budget amendments, supports legislative fiscal analyses, manages grant appropriations and financial reporting, oversees the Department's indirect cost proposal, and oversees the maintenance and integrity of the Department's financial management systems, including FMIS, BARS, and related financial reporting tools.

The incumbent also leads the professional development and technical training of fiscal staff, ensuring consistent application of budgetary policies, sound internal controls, and effective financial management practices across the Department.

Minimum Qualifications

Education: Bachelor's degree in accounting or business administration from an accredited college or university.

Experience: Seven (7) years of progressive, professional Fiscal experience to include at least five (5) years of supervisory or managerial experience involving oversight of fiscal year-end closing activities and/or budget monitoring and submission activities for governmental or not for profit entities.

  • Candidates may substitute the possession of a master's degree from an accredited college or university in the fields of Business Administration or Accounting for 2 years of experience.
  • Candidates may substitute the possession of a certified professional accountant license for 2 years of experience.

Preferred Qualifications
  • Three (3) years of progressively responsible experience using the State of Maryland Financial Management Information System (FMIS) and Budget Analysis Reporting System (BARS) for budget preparation, budget amendments, financial reporting, and fiscal analysis.
  • Three (3) years of experience developing and managing an annual operating budget, including preparing budget requests, monitoring appropriations and expenditures, performing quarterly budget projections, and providing recommendations to executive management regarding budgetary trends and corrective actions.
