Main Purpose of Job

The main purpose of this position is to provide adminstrative support to the Director and members of the Government Affairs Unit, while efficiently managing the daily opersaotn of the office. This position must posses good interpersonal skills; be familiar with the legislative process in Maryland; maintain a professional office atmosphere and a good rapport with all elected officials, their staff members as well as other state agency employees and the public.

This position must maintain the highest degree of confidentiality with regard to legislative proposals, preparation of legislative reports, fiscal notes and related correspondence.

Position Duties

Provide administrative support to the Director and staff of the Government Affairs Unit, exercising judgment, independent initiative, extensive knowledge of the policies, procedures and legislative process for the Department of State Police.

Compose and maintain a database of proposed legislation, update hearing schedule daily, update bill status, assist in drafting Superintendent, Chief of Staff, Governor's Legislative Office reports; prepare weekly hearing schedules, review and deliver Department position papers, and search historical files for related legislative information.

Ensure legislative committees receive pertinent information which may include: positions papers, presentations for proposals and related briefs. Monitor General Assembly committee and floor activity and brief the Director on pertinent activities.

Process fiscal impact statements for Legislative Services for bills that may impact the Department. Send copies of budget response information to Legislative Services and the DBM to post online.

Assist the Governor's Legislative Office as necessary. Assist in preparation of special reports as requested by the Governor's Legislative staff.

Ensure that the legislative tracking system is updated by following legislation from introduction to final action that affect the Department.

Attend legislative hearings, take complete and comprehensive notes and prepare detailed briefs of the hearings on bills of interest.

Assist in the drafting and distribution of the annual summary of legislation which passed impacting the Department.

Other duties as assigned by Command/Supervisory personnel.

Minimum Qualifications

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Preferred Qualifications
  • One year of experience working in an agency legislative office or equivalent
  • Advanced knowledge of the legislative process in Maryland
  • Experience performing legislative/legal research
  • Experience creating/developing spreadsheets to track project progress
Licenses, Registrations and Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Special Requirements

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

Selection Process

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

The list will be valid for one year.
