Position: INTELLIGENCE SPECIALIST.

You will advise leadership on sensitive activities oversight matters, operational concerns, and strategic initiatives impacting the U.S. Navy.

  • You will conduct service equity reviews of Department of War (DoW) component plans and ensure timely staffing and coordination with Naval Intelligence Activity (NIA) leadership and The Secretary of the Navy (SECNAV) staff.
  • You will develop sensitive activities plans, conduct due diligence assessments, enhance Open-Source/Human Intelligence sensitive activities capabilities, and evaluate then draft service equity reviews of other components' plans.
  • You will support formal inspections and compliance evaluations of Navy units engaged in sensitive activities.
  • You will perform operational and technical assessments of current and proposed sensitive activities.
  • You will prepare executive-level correspondence, including desk notes, action memorandums, staff packages, and briefing materials related to sensitive activities programs and initiatives.
  • You will facilitate communication between senior leadership and subordinate commands, ensuring operational requirements and concerns are elevated to appropriate Navy leadership levels.
  • You will maintain awareness of enterprise-wide Department of War (DoW) initiatives, transformation efforts, and emerging guidelines affecting Navy sensitive activities programs.

Requirements

Conditions of employment

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS Trial Period.
  • Must be willing to undergo and successfully complete a counterintelligence scope polygraph examination.
  • PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

This position has a Selective Placement Factor

Candidates much be a graduate of one of the following courses:

  • DoD Advanced Planners Course
  • DoD Advanced Technicians Course
  • DoD Due Diligence Course

In addition to the Selective Placement Factor (SPF) listed above your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-12)…
