Purchasing/Materials Manager
The Maryland Aviation Administration (MAA) is the owner & operator of both Baltimore/Washington International Thurgood Marshall and Martin State Airports, serving over 27 million passengers annually. The Purchasing/Materials Manager will be responsible for all commodities, special equipment, capital equipment vehicles, information technology, acoustical services, and small procurements in support of the MAA. This position is also responsible for oversight and management of the MAA warehouse including inventory management and agency procurement reporting.
Responsibilities- Managing all aspects of the procurement process in support of the Administration’s capital and operating budget and major IT projects.
- Developing, soliciting, evaluating, negotiating, and awarding services, maintenance, acoustical, specialized equipment, information technology, commodities, vehicles, capital equipment, and small procurements for BWI Marshall and Martin State Airports, and other state airports, ensuring compliance with federal and state procurement laws, regulations, policies, procedures, BPW advisories, MDOT, MDOT MAA and Comptroller policies and procedures. Procurement responsibilities may also include construction, architectural/engineering, and consultant services.
- Responsible for managing the Corporate Credit Card Process.
- Exercising a high degree of discretion and independent judgment concerning procurement actions and decisions that could have significant legal and program‑related ramifications for airport users and tenants, MDOT MAA, MDOT, and Maryland’s economy.
- Overseeing and managing the MAA warehouse including inventory management and agency procurement reporting.
- A bachelor’s degree from an accredited college or university.
- Four years of professional public sector procurement or private sector contracting experience, including activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor briefings, monitoring contract performance, e‑procurement management, professional certification or procurement business operations.
- Experience with Financial Management Information Systems (FMIS), Advanced Purchasing Inventory Control System (ADPICS), Enhanced Procurement Information Control System (EPICS) and automated inventory systems.
- Proficient with Microsoft Office Suite.
- Exceptional attention to detail.
- Great customer service skills.
Certified Professional Contracts Manager from the National Contract Management Association;
Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
