The hiring salary for this position is $72,544.88 annually.

Telework eligibility is determined by county policy and the approval of the hiring department.

Charles County Government is seeking an experienced Line Maintenance Superintendent to perform supervisory water and wastewater system maintenance work for the County's Utility Department. Superintendent will be involved in directing all aspects of the maintenance, installation and repair of water and wastewater collection and distribution lines, valves, meters, and related equipment. This position will direct staff on scheduling maintenance and repair online maintenance fleet and equipment.

Superintendent will oversee the repair and maintenance of the County’s Water and Wastewater systems. This position will answer any questions from customers about repairs to their services, call in locations to Miss Utility and maintain electronic records of completed work.

Essential Job Functions
  • Approves for hire, trains, supervisors, coordinates, evaluates, and recommends for discipline assigned personnel in accordance with County personnel policies and procedures.
  • Schedules preventive, corrective and emergency maintenance services of water and wastewater collection systems.
  • Orders necessary equipment to accomplish essential functions.
  • Maintains Line Maintenance budgets.
  • Coordinates work efforts on underground utilities with contractors, County staff and outside agencies.
  • Coordinates work with other Utilities operations.
  • Performs pre-finals and final inspections on water and wastewater systems.
  • Assists in the preparation of annual budget.
  • Monitors the use of supplies and equipment and maintains inventories within budgetary guidelines.
  • Maintains blueprints, drawings, and other system documents.
  • Runs and keeps flow data on water and wastewater systems.
  • Investigates and follows up on customer complaints.
  • Schedules emergency on call crews.
  • Coordinates work with pretreatment program on grease traps.
  • Coordinates training of staff.
  • Coordinates work schedules with other departments.
  • Works with other agencies as required.
  • Keeps up with Contractor's working in the county systems.
  • Keeps track of assets worked on in Infor system (P.M.) and (C.M.)
  • Manage Geographical Information System (GIS) reporting to ensure compliance with Division goals.
  • Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities

Education and Experience:

High school diploma or an acceptable equivalency diploma (GED). Seven (7) years of progressively responsible utility maintenance experience that includes supervisory experience; operations experience in water distribution and wastewater collection systems; or an equivalent combination of education, experience, and training.

Licenses or

Certifications:
  • Must possess a valid driver's license.
  • Certification as Wastewater Collection System Operator, Class 1.
  • Certification as Water Distribution System Operator.
  • Temporary Traffic Control Registered Flagger.
  • Satisfactory completion of confined space procedures.
  • Erosion and Sediment Control Certification.
  • Water Sampler Certification, Maryland Department of Transportation Temporary traffic control, Erosion and Sediment Control Certification, 10 Hour OSHA construction safety, and Trenching and Shoring certification, Confined space.
Special Requirements /

Qualifications:
  • Subject to work beyond the normal scheduled hours of work.
  • Subject to call back in emergencies.
  • May work in confined space areas.

Knowledge, Skills and Abilities:
  • Knowledge of methods and procedures used in maintaining and repairing water and wastewater distribution and collection systems and associated facilities.
  • Knowledge of the use and care of hand, power and other tools used in the work.
  • Knowledge of effective techniques of supervision.
  • Knowledge of administrative processes including budgeting, facilities management, purchasing, and personnel.
  • Ability to follow through on matters and uses independent judgment.
  • Ability to follow up on work orders from start to finish.
  • Ability to determine the specific tasks and assignments, follows through on matters and uses independent judgment and training to take appropriate action to deal with standard recurring situations and handling new, unusual problems and deviations encountered in the work.
  • Ability to supervise maintenance of water and wastewater distribution and collection systems and associated facilities.
  • Ability to interpret and apply technical guides.
  • Ability to deal effectively with the public.
  • Ability to plan and schedule maintenance operations.
  • Ability to inspect work for satisfactory completion and compliance with standards.
  • Ability to maintain records and prepare reports.
