Administrator III: OIG Investigations Supervisor

MAIN PURPOSE OF THE JOB:
The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. This role provides direct supervision and oversight to OIG investigators responsible for investigating allegations of administrative and criminal violations by and against employees and service providers involving child abuse, excessive use of force, assaults, child neglect, sexual abuse, serious injuries, escapes and AWOLs, fraud, other serious allegations identified by agency leadership, and inquiries regarding youth security threat involvement as well as conducting investigations of the aforementioned on an as‑needed basis.

KEY RESPONSIBILITIES:

The position may include, but is not limited to:

  • Manages the day‑to‑day operations of the Investigations Unit.
  • Provides oversight and monitoring regarding alerts of DJS youth suspected of involvement with a security threat group.
  • Monitors the Incident Reporting Database to ensure that investigators are reviewing the database as required by the Director of Investigations and that incidents have been recorded by the facility/field.

This position is eligible to work a hybrid telework schedule.

MINIMUM QUALIFICATIONS:

Education - Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience - Six years of administrative staff or professional work. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of required experience, or a Bachelor’s degree for two years of experience, or a Master’s degree, or U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer.

PREFERRED QUALIFICATIONS:

  • Experience investigating administrative or criminal allegations/incidents in accordance with departmental policy and procedures, directives, and applicable law.
  • Knowledge of the juvenile justice system, residential and community‑based services, and youth‑serving programs.
  • Knowledge of investigation techniques for ascertaining facts by personal contact, observation, and examination of records, and investigative interviewing practices and techniques.
  • Excellent organizational skills and detail‑oriented.
  • Experience partnering with system and community stakeholders and system‑impacted youth and families.
  • Ability to communicate effectively and professionally with diverse populations and all levels of management, employees, stakeholders, and communities both orally and in writing.
  • Ability to exercise sound judgment in matters affecting youth safety and Departmental integrity.

LICENSES, REGISTRATIONS AND

CERTIFICATIONS:

Employees in this classification may be required to operate a motor vehicle and must possess a motor vehicle operator’s license valid in the State of Maryland.
