Minimum Qualifications
Under general supervision, is responsible for fire safety specialist work of considerable difficulty and managerial and administrative work of average difficulty; and performs related work as required.
Distinguishing FeaturesThis is the managerial class in the Fire Safety Specialist sub-series. An employee in this class is responsible for planning, organizing, and managing all fire safety specialist activities on a statewide basis. This class differs from Fire Safety Specialist Supervisor in that an incumbent of the latter supervises subordinate staff within an assigned geographical region.
Other Requirements- Works with subordinate supervisory personnel to plan, organize, and manage staff and supporting personnel: manages fire code inspection and enforcement activities; manages the investigation of non‑arson type fires; may conduct safety inspections.
- Makes decisions regarding relevant personnel actions: assigns, supervises, and evaluates subordinate supervisory staff and their work; ensures decisions made by subordinate supervisory staff regarding staff employment, retention, demotion, and/or other personnel are fair and appropriate.
- Establishes, coordinates, and conducts training programs for subordinate personnel relative to fire code standards and changes: identifies training needs based on job evaluation data, work interests, previous training and experience, and new regulations or policies; lectures on new policies and procedures such as fire safety inspection and investigation; modifies training programs to accommodate changes in policies and procedures.
- Sets goals and priorities of Fire Safety Division: estimates manpower and resources necessary for work unit; prioritizes inspections and investigations; assigns specialists to an inspection or investigation based on experience, availability, case load, and other factors.
- Coordinates with subordinate supervisory personnel the enforcement of code requirements and division administrative directives: investigates complaints regarding fire safety and life safety hazards; directs the explanation, interpretation, and enforcement of fire safety codes and other pertinent laws, rules, and regulations.
- Conducts meetings or presentations to educate the public in fire safety and prevention: speaks to educational groups, fire department associations, civic organizations, and the general public regarding fire prevention and fire safety techniques; discusses fire safety, building techniques, and policy and procedure changes with architects, engineers and building administrators to educate the public.
- Testifies before grand juries, judges, commissioners, and at trials, preliminary or departmental hearings: reviews how evidence was received, dates and times of incident, list of witnesses, or other documentation concerning the tracking of evidence or records to prepare for court testimony or evidence preparation; arranges files and court exhibits for legal proceedings.
- Manages and participates in preparing and maintaining a variety of records and reports such as activity reports, inspection reports, statistical documentation, and supervisory and administrative records and reports.
Education and Experience:
Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of full‑time work in one or a combination of the following: fire prevention, fire suppression, or arson investigation of commercial or residential building structures; inspection, design, or construction management of commercial or residential building structures; or the inspection of electrical, plumbing, boiler, or related commercial or residential building systems, of which one year must involve supervision of fire protection staff.
