Overall Purpose:
Plans, organizes, coordinates and supervises activities of field personnel and contractors to effectively construct selected projects within the DLC system which includes Substation, Transmission, Distribution, Civil, etc. This position also secures traffic permits, initiates requests for substation work permits, ECP's, DOC and SOC clearance permits, reports on clearance permits and ensures any customers affected by a scheduled outage are notified. This position has responsibility for safety, schedule and budget adherence.
Location: This role is primarily on-site in Pittsburgh, Pennsylvania at Woods Run Complex.
Job Responsibilities:
- Oversees construction and maintenance performed by DLC and contract personnel to ensure work is completed safely, achieves expected levels of performance and is completed within budget and on schedule. Requires all personnel to follow all company and departmental procedures and regulations, including all safety requirements. Ensures daily jobsite safety briefings are held, and monitors them for quality and thoroughness. Maintains and provides required daily, weekly and monthly force and safety reports as required.
- Assists in the preparation of construction contract scopes of work using information on engineering drawings, from site visits and project engineers, material management and operating departments.
- Provides constructability opinions and input.
- Initiates RFIs and Project Change Requests when necessary.
- Plans and analyzes assigned projects, establishes schedules and project parameters and sets procedures to accomplish the scope of work. Secures and coordinates outages and permits for construction work.
- Associate's degree in a related field
- An equivalent combination of education and experience will be accepted in lieu of degree
- Seven (7) years relevant experience
- Electric utility experience strongly preferred
- Knowledge of electric utility Transmission and Distribution lines and protection schemes
- Experience in construction of distribution lines and associated equipment
- Experience with substation Equipment Clearance Permits (ECP) and able to attain ECP qualification
- Leadership experience in the field as a crew supervisor, crew leader, General Foreman, etc

Primary Focus is on daily deliverables, outputs and reporting. Accountable for managing one's own time and work flow and leads projects and/or large project steps. Work is complex in nature requiring the incumbent to draw on previous knowledge to perform role. Acts independently the majority of the time, requiring guidance in only complex situations. Has well established capabilities, acts as a resource to less experienced staff on moderately complex issues.
Decision Impact:
Problems and issues faced are vague and require analysis of multiple sources of information for solution. Draws on significant past experience to perform role. Accountable for direct level of reasoning and decision making.
Physical Requirements:
Able to travel as required. Mobility within the office and on construction job sites. Ability to walk extensively, climb into and out of manholes and climb ladders/scaffolding. Able to lift and carry 50 pounds. Ability to work extended periods during peak workload and emergency/storm conditions.
