It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community.

Description of Work The Administrative Officer II oversees the Electronic Document Management System (EDMS) within Combined Records, serving as the technical expert for Omni Docs and Omni Scan. This role manages daily operations, supervises staff, ensures data accuracy, and maintains compliance with confidentiality and records‑management standards. The AOII provides high‑level system support, resolves complex technical issues, and coordinates with key stakeholders to ensure the integrity of offender records and seamless workflow across the division

Job Duties Oversee daily EDMS operations, including scheduling, record delivery logistics, and processing discharged offender records.

Provide system administration and quality assurance for Omni Docs and Omni Scan, including advanced data repairs and troubleshooting.

Supervise EDMS staff, coordinate training, and implement cross‑training to ensure business continuity.

Manage human resource activities for Combined Records, including performance oversight and addressing complex employee matters.

Serve as primary liaison with Prison Administration and the Parole Commission to resolve technical inquiries and obtain required legal documents.

Ensure compliance with departmental policies regarding confidentiality, records management, and release of information.

Maintain accuracy and integrity of offender records through ongoing monitoring and adherence to established standards.

Exercise independent judgment to address complex administrative and operational issues effectively.

Knowledge

Skills and Abilities

/Management Preferences Recruitment Range is $47,703 - $83,479

Working hours will be 8:00am to 5:00pm.

Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required . Applicants who possess the following skills are preferred:

Comprehensive knowledge in Omni Docs/Omni Scan, OPUS offender records retention.

Significant experience in administrative management, preferably within a correctional or legal records environment.

Experience supervising personnel, providing training and education, and overseeing performance management.

Working knowledge of the principles and practices of Department of Adult Correction (DAC) policies and procedures, public administration, and business administration.

Ability to exercise good judgment in analyzing situations and making decisions within area of responsibility; able to learn and apply rules, procedures, and practices.
