Compensation

Estimated Hiring Salary Range: $59,376-$62,345

An employee in this class performs responsible professional level purchasing work and accounting work. Performs administrative and technical functions in organizing and executing purchasing and contracting for the County. An employee in this class plans, organizes and administers a procurement program for contractual services, materials, supplies, and equipment. Work involves coordinating or performing duties involved in the preparation of formal and informal bids, requests for proposals, and assists in preparing specifications.

The employee is responsible for coordinating the electronic or other auction of surplus property and maintaining a fixed asset inventory. Work is performed in accordance with North Carolina General Statutes and the State regulations governing purchasing for local governments. Employee ensures compliance with County policies and procedures. Employee must exercise independent judgement and initiative in completing assignments. Employee must also exercise considerable tact and courtesy in contacting County staff, vendors, and the public.

Employee works under the supervision of the Deputy Finance Director and is evaluated through conferences, demonstrated accuracy, timeliness, and related reports, completeness of balanced accounts, and by independent audits of financial records.

Duties and Responsibilities / Knowledge, Skills, Abilities

Essential Duties and Tasks

  • Plans, evaluates, and recommends systems and procedures for procurement, contracting, and purchasing; confers with department heads, local and state government officials, and Franklin County employees.
  • Advises department heads, supervisors, and employees on the best methods to make purchases or obtain services according to NC General Statutes and County purchasing policies and procedures.
  • Reviews contracts, as needed, to ensure adherence to purchasing and contracting agreements.
  • Assists with pre-bid conferences, site visits, product demonstrations, and formal bid openings.
  • Recommends bid awards for purchase and prepares bid specifications for procurement; coordinates with Finance Director to ensure availability of funds and spending authority.
  • Handles bulk purchases and services and fixed assets such as vehicles.
  • Administers fuel program for the County.
  • Maintains the fixed asset inventory control system, including year-end reconciliation and disposition of surplus.
  • Prepares, records, and reports as requested and required.
  • Assists with Minority/Women and Small Business Program, Historically Underutilized Business (HUB) monitoring and prepares/submits State reports.
  • Obtains tags for vehicles through DMV.
  • Orders and stocks supply room with basic office supplies for Finance office.
  • Coordinates maintenance contracts for copiers, postage machines and other related maintenance contracts for Finance Office.
  • Backup for Senior Accountant position.
  • Other duties as assigned.
Knowledge, Skills, And Abilities
  • Thorough knowledge of North Carolina General Statutes, and of state and local government purchasing practices and policy governing the purchasing of goods and services.
  • Thorough knowledge of contemporary purchasing methods and procedures that will maximize the expenditure of County funds.
  • Good working knowledge of accounting and finance in relation to procurement and purchasing.
  • Working knowledge of accounting, finance, and auditing principles.
  • Ability to prepare, maintain, verify, and analyze statistical and financial reports and forms for accuracy and completeness.
