The City of Durham is seeking a highly skilled and detail-oriented Senior Community & Economic Development Analyst to support workforce development initiatives under the Workforce Innovation and Opportunity Act (WIOA). This position serves as the lead performance data specialist and program oversight monitor for WIOA Title I Adult and Dislocated Worker programs.
The incumbent will manage program performance reporting, ensure compliance with federal, state, and local regulations, and provide strategic and operational support to workforce programs delivered through the NCWorks Career Center system. This role is critical in advancing the City's & Durham Workforce Development Board's workforce and economic development goals by improving service delivery, strengthening partnerships, and achieving positive employment outcomes for residents and employers
Duties/ResponsibilitiesProgram Oversight and Compliance
• Monitor and evaluate WIOA Adult and Dislocated Worker programs to ensure compliance with applicable federal, state, and local laws, regulations, and policies.
• Provide oversight of contracted service providers, ensuring adherence to contract requirements, performance expectations, and service delivery standards.
• Conduct program monitoring, including on-site visits, file reviews, and audits; identify deficiencies and implement corrective actions.
• Develop, update, and implement policies, procedures, and guidance materials to support program effectiveness and compliance. Data Management and Performance Analysis
• Serve as the City's designated "super user" for NCWorks Online, the State's workforce management information system.
• Ensure accuracy, integrity, and quality control of program data entered into NCWorks Online.
• Analyze program data related to enrollments, services, exits, and performance outcomes.
• Prepare and submit required federal WIOA performance reports, as well as internal and ad hoc reports.
• Utilize labor market information and data analysis to inform decision-making, program improvements, and strategic planning. Technical Assistance and Training
• Provide training, technical assistance, and ongoing support to contractors and staff on NCWorks Online, eligibility determination, case management, and documentation requirements.
• Review caseloads and performance metrics of career advisors and provide guidance to ensure compliance and quality service delivery.
• Develop and deliver training materials, workshops, and technical resources. Program Administration and Continuous Improvement
• Administer workforce development programs serving adults and dislocated workers, ensuring effective and efficient operations.
• Collaborate with leadership and partners to identify opportunities for program enhancements and continuous improvement.
• Research best practices and identify grant opportunities to expand and strengthen workforce services.
• Support special initiatives, including career pathways and sector-based workforce strategies. Partnerships and Stakeholder Engagement
• Serve as liaison between the Workforce Development Board, NCWorks Career Center operators, service providers, and community partners.
• Coordinate with employers, educational institutions, and community organizations to connect job seekers with employment opportunities.
• Participate in cross-functional efforts to align workforce development initiatives with broader economic development goals.
• Represent the City at meetings, conferences, and public events related to workforce development. Communication and Outreach
• Prepare and deliver presentations to leadership, boards, elected officials, and stakeholder groups.
• Support outreach and communication strategies, including website content and social media, to promote workforce programs.
• Assist in recruitment efforts to engage participants and employers in workforce services.
