Devoted to inspecting privately-installed water/wastewater distribution and collection lines, storm‑water systems, right‑of‑way improvements and work performed as a result of City construction projects, typically installed by contractors hired by the City. In addition to performing on‑site inspections in the field, incumbents assist with project management of City construction contracts including attending preconstruction meetings, maintaining financial records, performing infrastructure acceptance walk‑throughs and meeting with residents to address concerns and complaints.
Responsibilities- Performs inspections and infrastructure walk‑throughs of driveways, sidewalks, crosswalks, curbs, water, sewer, and storm drainage installations and other construction facilities, as assigned to ensure compliance with ordinances, regulations, policies, and procedures.
- Coordinates construction inspections for complex projects and/or at multiple sites; collaborates with a variety of stakeholders; attends meetings; reviews work, ensuring compliance with project plans, contracts, specifications, requirements, and related documentation; responds to concerns and questions; and troubleshoots construction issues.
- Inspects and tests construction material quality, applications and construction processes; performs pressure and quality tests; monitors ongoing construction operations, identifying and making recommendations for correcting non‑conforming issues; and issues stop‑work orders, certificates of occupancy, and other documentation.
- Prepares reports, and maintains project and department documentation, including financial records, plans, contracts, punch lists, and drawings; and takes photographs to document ongoing inspection, construction, contractor work.
- High School Diploma or equivalent (GED, HiSet, TASC).
- Four years of related experience sufficient to understand the operational, technical, or office processes involved in the assignment.
- A valid North Carolina Class “C” Driver’s license with a satisfactory driving record obtained within a timeframe established by the City.
- Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups.
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Experience working in a team environment to complete assignments.
