Operations Manager, Program / Project Manager
Thalle Construction Co. Inc. ("Thalle") is seeking a Senior Project Manager. The Senior Project Manager will report to the Project Executive and will work closely with the operations team, interacting with staff at all levels. The role requires resourcefulness, proactivity, efficiency, professionalism, and confidentiality. This position supports our North Carolina projects.
Thalle, established in 1947, is a heavy civil construction company with a corporate office in Hillsborough, NC and a regional office in Alvarado, Texas. Thalle has construction projects throughout the Southeast, Texas, and New Jersey, with growth nationwide. OverviewThe Project Manager position is fully accountable for the financial performance of one or more multi‑million‑dollar heavy civil construction projects and provides overall management direction. The Project Manager has authority over major decisions related to project planning and implementation.
Duties and Responsibilities- This position requires frequent travel throughout Texas; therefore, residence can be anywhere in the Texas region.
- Plan and formulate civil construction projects according to project requirements and engineering standards.
- Ensure overall project quality control, including review of designs for compliance with engineering principles, company standards, customer contract requirements, and related specifications.
- Prepare analytical reports for presentation to upper management.
- Collaborate with field management to resolve issues between the project plan and site execution on an ongoing basis.
- Approve all equipment, personnel changes, and requisitions prepared by superintendents.
- Exert final authority over issue resolution related to project planning and implementation.
- Determine when issues should be elevated and communicate to upper management.
- Plan and organize project staff, assigning personnel to specific projects or components.
- Develop and manage the project budget to ensure projected margins are met.
- Ensure accuracy of weekly Viewpoint labor and equipment reports and monthly cost reports.
- Document financial projections throughout the project life cycle.
- Submit timely cost and income projections and payment requisitions.
- Act on changes in project margins and budget variances to maintain profitability.
- Understand contract terms and specifications in depth.
- Represent Thalle to owners and owner’s engineers at project meetings.
- Communicate extensions and delays to owners per contract requirements.
- Protect Thalle’s interests, minimize conflicts, and resolve issues professionally.
- Understand project schedule, milestones, and causes of delays.
- Identify competent subcontractors and suppliers by evaluating price, scope, schedule, terms, qualifications, and history.
- Oversee issuance of subcontracts and supplier purchase orders.
- Ensure incident‑free protocols are followed and that safety culture is upheld at all levels.
- Serve as liaison and point of contact for government agencies, Thalle, and subcontractors.
- Other duties as assigned.
- Bachelor’s Degree in Engineering or a technical field, or equivalent experience.
- Professional license, certifications, and contractor’s licenses.
- Minimum of 10 years of experience in project engineering and project management.
- Demonstrated experience in heavy civil construction.
- Strong computer skills, including Primavera, Viewpoint, HCSS Heavy Bid, and P6.
- 30‑hour OSHA construction safety course within last five years or equivalent training.
- Ability to build collaborative relationships within the business and with external partners.
- Perform essential job functions consistently, safely, and successfully while meeting ADA, FMLA, and other federal, state, and local standards.
- Maintain regular, punctual attendance per ADA, FMLA, and other federal, state, and local standards.
- Lift and carry up to 50 lbs.
- Communicate clearly on telephone.
