The Department of Public Administration at North Carolina Central University strives to prepare students to become professionals with the knowledge and skills required for ethical leadership in the public and non-profit sectors through effective teaching, applied and scholarly research, and service to developing communities. The Department offers a Master of Public Administration (MPA) in traditional, executive, and online formats.

The Department of Public Administration seeks an experienced public-service practitioner to teach a graduate-level course in state and local government within the Master of Public Administration program.

The successful candidate will bring substantial professional experience in state or local government to the classroom and connect public administration theory and concepts with contemporary practice. Areas of instruction may include state and local governmental institutions, intergovernmental relations, public management, policy making and implementation, budgeting and finance, service delivery, governance, and relationships among elected officials, professional administrators, community organizations, and the public.

The adjunct instructor will be responsible for course preparation and delivery, assessment of student learning, timely feedback and communication with students, and coordination with the Department of Public Administration. The instructor is expected to create a rigorous, practice-oriented learning environment appropriate for graduate students preparing for or advancing careers in public service.

• Substantial knowledge of the structure, operation, and management of state and/or local government.
• Ability to connect professional practice with concepts and theories in public administration, public management, and governance.
• Knowledge of contemporary issues affecting state and local governments, including intergovernmental relations, public finance, policy implementation, service delivery, organizational management, and public accountability.
• Strong written, oral, and interpersonal communication skills.
• Ability to effectively engage and mentor graduate students with varied professional backgrounds and levels of experience.
• Ability to organize and deliver graduate-level instruction and assess student learning.
• Ability to use Canvas or a comparable learning management system and appropriate instructional technologies.

An earned master's degree in Public Administration, Public Policy, Political Science, Government, Public Management, Leadership, or a closely related field and substantial relevant professional experience in state or local government.
