Hiring Range: $77,507 – $120,133 Annually

This position facilitates project development (preliminary planning, design, and project management) for multi-modal transportation infrastructure improvements in the City of Durham, focused on Bus Rapid Transit (BRT). The position is within the City’s Transportation Planning & Project Development division.
The position works closely with Durham County, GoTriangle, NCDOT, and other City Departments to design and construct multi-modal improvements to be funded through the Durham County Transit Plan, federal, state, or local funding sources. Performs oversight and management of multiple and/or large, complex, and high-profile construction and design projects. Oversees the entire project development lifecycle, which may include planning, land acquisition, design, construction procurement, and may serve as a designated subject matter expert.
Decision-making includes providing input into management objectives, incorporating Vision Zero goals, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
- Performs project management duties to include scope development, preparing and administering contracts, and developing and managing project schedules and budgets; develops City Council agenda items; obtains permits; reviews and approves invoices and other documentation; facilitates project meetings; participates and recommends hiring of contractors; conducts site visits; monitors contractor, consultant, and other project work; applies for and administers grants; and prepares and distributes project updates.
- Prepares and/or reviews technical presentations, reports, traffic reports, engineering and construction drawings, contracts, and correspondence; maintains records, logs, and databases; reviews and analyzes information; researching trends; makes recommendations; and ensures compliance with City requirements, and applicable regulations, policies, and procedures.
- Performs engineering design work, or provides technical engineering support for the planning, design, operation, and construction of transportation facilities, traffic systems, projects, and systems; designs or reviews plans; conducts studies including collecting and analyzing data; performs engineering calculations; and manages programming of technical systems and databases.
- Coordinates with internal and external stakeholders, including GoTriangle, regulatory agencies and the public, and attends meetings, to provide professional-level technical expertise; responds to and investigates questions, concerns, and requests; performs outreach activities; and ensures compliance with applicable regulations, policies, and procedures.
- Manages special projects when assigned, including providing guidance to staff, coordinating program and project operations, and researching and designing solutions.
- May lead or supervise operations of consultant engineering design services, support/paraprofessional staff; coordinates operations related to application processing, billing, and infrastructure acceptance; and develops operational policies and procedures.
- Serving as Project Manager of consultant engineering design services.
- Developing operational policies and procedures and standards. Participating in strategic planning.
- Ensuring quality control activities.
- Performing field investigations, to include collecting and analyzing data. Preparing, designing and implementing in-house solutions for multimodal and transportation needs.
- Lead or contribute to multi-modal studies with an emphasis on moving people safely.
- Assist with collaboration, design and execution of public engagements.
- Assist with the development of data collection and evaluation plans.
- Collaborating with Multimodal Construction, Mobility Services, Engineering & Operations, and Vision Zero Staff.
- Bachelor’s degree in engineering, construction project management, or a directly related field
- Five years of related engineering and/or project management experience
- Some assignments may require a North Carolina Engineer in Training (EIT) Registration
- Valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City
- Registration as a North Carolina Professional Engineer (PE) is preferred
