Primary Function of the Organizational Unit

The Office of Budgets and Financial Planning develops the university budget based on strategic goals, monitors and analyzes budget data to advise senior leadership on strategic decisions, provides financial services and reports to university personnel and state agencies, and assists the university in the proper use of funds in accordance with university, state, and federal rules and regulations.

Primary Purpose of Position

To provide position management and analysis to the university in support of its operations, identify, interpret, and resolve personnel budget issues, and manage the university’s personnel budgets.

Required Knowledge, Skills, and Abilities

The successful candidate must possess a working knowledge of Banner Finance or an equivalent system, knowledge of examining budgets and expenditures for compliance with applicable state budget rules and federal and state laws, knowledge of budget management, evaluation of budgeting methodologies, and ability to provide technical assistance to improve accuracy of projections. Must coordinate and evaluate required reports, consult and provide technical assistance in preparation of budgets using multiple funding sources, evaluate program, policy, and rule changes for fiscal impact, review and approve contract recommendations, and work independently with initiative, judgment, and discretion.

Excellent analytical, organizational, written and oral communication, and interpersonal skills are required.

Minimum Education / Experience

Bachelor’s degree in public administration, business administration, accounting, or related discipline with 2–4 years of experience, or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions. Master’s degree preferred with 1–2 years of experience.
